Job Overview:
The Senior Regional Technical Officer (SRTO) for Community Engagement plays a crucial role in providing strategic technical leadership and oversight for community-based HIV prevention, care, and treatment interventions. This position is responsible for ensuring that community engagement activities align with national guidelines and project objectives. The SRTO will work closely with various stakeholders, including regional and district government teams, health facilities, and community members, to enhance coordination and continuity of care. The role involves mentoring Community Health Workers (CHWs) and health care providers, monitoring program performance, and facilitating quality improvement initiatives. The SRTO will also lead the development and implementation of community engagement strategies, ensuring that program targets are met and results are delivered in a timely manner.

Duties and Responsibilities:
The SRTO will lead the design and implementation of regional strategies aimed at improving ART retention and treatment continuity. This includes developing community engagement tools and resources, providing technical leadership for demand generation and communication interventions, and conducting multidisciplinary reviews of program performance data. The SRTO will be responsible for capacity strengthening of CHWs and other community-based cadres, ensuring high-quality service delivery and sustainable program impact. Additionally, the SRTO will oversee regional community engagement activities, manage resources and timelines, and prepare high-quality technical reports that showcase program impact. The role also involves ensuring compliance with donor and organizational standards, fostering a culture of quality improvement, and representing the project at high-level technical forums and stakeholder engagements.

Required Qualifications:
Candidates must possess a Master's Degree or its international equivalent in social science, international development, health, or a related field. A project management certification is preferred. The ideal candidate should demonstrate strong analytical and data-use skills, with the ability to interpret program data and prepare reports. Proficiency in Microsoft Office Suite is required, along with strong problem-solving, organizational, and decision-making skills. The candidate should also have excellent interpersonal and communication skills, enabling effective engagement with various stakeholders.

Educational Background:
A Master's Degree or its international equivalent in social science, international development, health, or a related field is required for this position. A project management certification is preferred, indicating a strong foundation in managing projects effectively and efficiently.

Experience:
The position requires a minimum of 6 years of progressive responsible experience in community-based health programming, particularly in the coordination and implementation of HIV prevention, care, and treatment interventions. Experience working with non-governmental organizations (NGOs), civil society organizations (CSOs), and community stakeholders is essential. The candidate should also have a proven track record of providing technical leadership and support in similar projects, along with the ability and willingness to travel extensively within the country to support technical activities.

Languages:
Fluency in written and spoken English and Swahili is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse community members and stakeholders.

Additional Notes:
This position involves a significant amount of travel, with an estimated 50% to 75% of time spent traveling to regional, district, community, and health facility project sites. The expected hiring salary range for this role is TZS 68,000,000 - 90,000,000 for annual basic salary.
