Job Overview:
The Senior Regional Technical Officer - Clinical Services is responsible for providing technical leadership and clinical guidance for the implementation of comprehensive HIV and TB services under the EpiC project in Tanzania. This role is crucial in strengthening the quality, coverage, integration, and effectiveness of HIV/TB services across supported Police and Prisons (PnP) and public health facilities in the assigned region. The officer will provide clinical mentorship and capacity strengthening for healthcare workers and project staff across the HIV/TB continuum, which includes HIV testing, ART, retention and viral suppression, advanced HIV disease management, TB prevention and treatment, and TB/HIV integration. Additionally, the role supports the integration of services such as non-communicable disease (NCD) screening and management, promoting evidence and data-driven approaches to enhance service quality, patient outcomes, and achievement of program targets.
Duties and Responsibilities:
The Senior Regional Technical Officer will be responsible for providing technical oversight to ensure that clinical service components are implemented in accordance with project objectives and expected outcomes. This includes providing technical support, supervision, and coordination of council activities across all technical areas. The officer will also provide timely technical guidance to identify and address emerging clinical and programmatic challenges, build district capacity in program management and technical areas to support sustainability, and provide technical input into strategic planning, implementation, monitoring, evaluation, capacity building, and reporting with district and Regional/CHMT teams. Furthermore, the officer will establish and maintain strong working relationships with Regional/CHMTs, facility in-charges, and other district stakeholders, ensuring that clinical services across supported service delivery points adhere to national guidelines and quality standards to achieve project targets. The role also involves strengthening treatment outcomes across the care continuum, including ART initiation, retention, re-engagement, viral load monitoring, and differentiated service delivery for all populations. The officer will collaborate with the monitoring and evaluation team to use routine program and clinical data to identify performance gaps, guide corrective actions, and implement quality improvement strategies. Additionally, the officer will facilitate technical review meetings and clinical case discussions to improve quality of care and document best practices, while working with the M&E team to monitor and evaluate program performance as well as documentation and reporting for all care and treatment activities.
Required Qualifications:
Candidates must possess expertise and strong knowledge of HIV/TB prevention, testing, care, and treatment services. A strong understanding of Tanzania's Ministry of Health (MOH), USG policies, guidelines, reporting requirements, and quality standards related to TB and TB/HIV programs is essential. The candidate should have the ability to analyze and use program data for performance monitoring, data quality improvement, analysis, and evidence-based decision-making. Demonstrated skills in clinical mentorship, coaching, supportive supervision, and capacity building are required, along with strong leadership, team management, collaboration, and stakeholder engagement skills. Knowledge of quality assurance and continuous quality improvement principles in healthcare service delivery is also necessary, as well as excellent verbal, written, and interpersonal communication skills. The candidate must demonstrate cultural sensitivity and diversity, understanding the political, contextual, and ethical issues in assigned work.
Educational Background:
A degree in Medicine or a related field with relevant national registration is required. A Master’s degree in public health (MPH) or an international equivalent is considered an added advantage.
Experience:
Candidates should have a minimum of 6 years of professional experience in HIV/TB clinical services, preferably within public health or donor-funded programs. Proven experience in HIV/TB program implementation, clinical mentorship, supportive supervision, and quality improvement is essential. Experience working with the Ministry of Health, Regional/CHMT, healthcare facilities, civil society organizations (CSOs), and implementing partners is also required. Demonstrated experience in program monitoring, data analysis, reporting, and using data for service improvement is necessary, along with experience working in multi-stakeholder and regional program environments, which is highly desirable.
Languages:
Fluency in English and Kiswahili is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes:
This position may require 10% - 25% domestic travel to councils and health facility project sites to provide technical assistance, supportive supervision, stakeholder engagement, and implementation support. The expected hiring salary range for this role is TZS 68,000,000 - 90,000,000 for annual basic salary.
