Job Overview:
The Senior Technical Advisor (STA) for Development Bank Partnerships is a pivotal role within CRS, focusing on engagement with Multilateral Development Banks (MDBs) and development-finance partnerships. The STA is responsible for leading the identification, design, and advancement of financing opportunities that support CRS programming, particularly in Central America, including countries like El Salvador, Guatemala, Honduras, and Nicaragua. This position requires collaboration with regional and country program teams, as well as external financing institutions, to enhance organizational capacity in accessing and leveraging development-finance resources. The STA will contribute to CRS's broader innovative finance agenda by developing and sharing partnership approaches and technical guidance, ensuring that programming aligns with CRS standards and donor requirements. The role also involves representing CRS at MDB forums and engaging with high-level stakeholders to influence funding mechanisms and promote organizational readiness for development-finance engagement.
Duties and Responsibilities:
The STA will lead CRS’s strategy and engagement with MDBs and development-finance institutions, focusing on resource mobilization efforts that support programming in Central America. Key responsibilities include serving as the technical lead on MDB financing structures and partnership models, developing guidance and tools to strengthen organizational capacity, and collaborating with regional teams to align development-finance opportunities with CRS technical priorities. The STA will also provide technical leadership in proposal development and project design related to MDB-funded initiatives, ensuring consistency with CRS standards. Additionally, the STA will monitor advancements in climate finance and multilateral lending, maintain a matrix of strategic priorities from key MDBs, and represent CRS at global and regional forums to enhance visibility and partnerships within the development-finance community.
Required Qualifications:
Candidates must possess a Master’s degree in finance, economics, business administration, or a related field. A minimum of ten years of work experience with progressive responsibilities in international finance or development finance is required, including at least five years of overseas experience as a technical advisor or program manager of MDB programs. Experience working directly with MDBs to design loan packages and programs is essential, along with a proven track record in complex stakeholder management and designing sovereign or development finance mechanisms. Candidates should demonstrate excellent relationship management skills, strategic and analytical thinking, and the ability to influence diverse stakeholders.

The position requires a Master’s degree in finance, economics, business administration, or a related field. This educational background is crucial for understanding the complexities of development finance and the mechanisms used in programming, particularly in climate finance.
Experience:
The ideal candidate should have at least ten years of relevant work experience, with a focus on international finance and development finance. Languages:

Additional Notes:
This is a remote position, and CRS will only consider candidates who are based in countries where the organization has existing offices. The successful candidate must be willing to travel up to 35% of the time.
