Duties and Responsibilities:
The Technical Advisor II will be responsible for a variety of duties including: developing and implementing response-wide strategies and standards in Shelter and Settlements; providing technical solutions for design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation; leading the development of technical designs for complex proposals; advising project teams on donor strategies and technical requirements; contributing to capacity strengthening initiatives for Caritas Venezuela; supporting assessments and program planning; ensuring technical quality assurance; managing relationships with donors and peer organizations; participating in relevant forums and clusters; and serving as the focal point for CRS's Shelter and Settlements initiatives. The advisor will also engage in knowledge management by collecting and analyzing program data, evaluating projects, and sharing best practices.
Required Qualifications:
Candidates must possess a Bachelor’s Degree in Engineering, Architecture, or a related field, along with a minimum of eight years of relevant international experience in an advisory or management role, ideally within an international NGO. Experience in humanitarian or rapid-onset emergency response is highly relevant, as is a minimum of three years working on Shelter and Settlements programming. Candidates should have experience in providing technical assistance, developing proposals for external funding, and program monitoring and evaluation. Proficiency in data collection and analysis methodologies is also required. Preferred qualifications include a Master's Degree in a related field and experience working with local partners or the Caritas network.
Educational Background:
The position requires a Bachelor’s Degree in Engineering, Architecture, or a related field. A Master's Degree in a similar discipline is preferred and may enhance a candidate's suitability for the role.
Experience:
The ideal candidate should have at least eight years of relevant international working experience, with progressive responsibilities in advisory or management roles. This experience should ideally include work with international NGOs and a focus on humanitarian or emergency response contexts. A minimum of three years specifically in Shelter and Settlements programming is also required, along with experience in business development and proposal writing.
Languages:
Professional fluency in both Spanish and English is mandatory for this position. This bilingual requirement is essential for effective communication and collaboration within the diverse teams and stakeholders involved in the emergency response efforts.

The position is based in Venezuela and may require travel up to 50% within the country and internationally as needed. The role does not have supervisory responsibilities but involves key working relationships with internal teams and external partners.
