Job Overview:
The position of WHO Investigator is critical within the Office of Internal Oversight Services (IOS), which is tasked with conducting evaluations, audits, and investigations for WHO and its affiliated entities. The incumbent will be responsible for managing and conducting investigations into various allegations of misconduct, including fraud, theft, embezzlement, and abuse of authority. This role requires a thorough understanding of investigation principles and the ability to apply them in a professional context. The investigator will work closely with the Head of Investigation and other team members to ensure that investigations are conducted in accordance with established guidelines and standards. The position also involves proactive assessments in high-risk areas to prevent misconduct and improve organizational integrity. The investigator will prepare detailed reports and recommendations based on findings, contributing to the overall effectiveness and efficiency of WHO operations.

Duties and Responsibilities:
The incumbent will be responsible for planning, organizing, conducting, and reporting on investigations in line with IOS guidelines and professional standards. Key duties include reviewing and assessing complaints, formulating investigation plans, gathering and analyzing evidence, conducting interviews, and liaising with local officials and partners. The investigator will also prepare comprehensive investigation reports, case closure memoranda, and recommendations for corrective actions. Additionally, the role involves conducting proactive fraud risk assessments and supporting the establishment of priorities for the investigation function. The investigator will perform all other related duties as assigned, ensuring that investigations are thorough and adhere to the highest standards of integrity and professionalism.

Required Qualifications:
Candidates must possess a first-level university degree in law, public administration, or a related field relevant to the position. An advanced level university degree (Master's level or above) in one of these fields is desirable. Essential qualifications include at least 5 years of relevant professional experience in investigations, with a minimum of 3 years focused on public sector investigations. Candidates should have demonstrated field experience in developing countries, particularly in investigating financial misconduct and abusive conduct. Experience with IT forensic tools and formal training in investigation-related areas is considered an advantage.

Educational Background:
The educational background required for this position includes a first-level university degree in law, public administration, or a related field. An advanced degree is preferred, as it provides a deeper understanding of the complexities involved in investigations within the public sector.

Experience:
The position requires a minimum of 5 years of relevant professional experience, with at least 3 years specifically in public sector investigations. Candidates should have a proven track record of conducting investigations into financial misconduct, abusive conduct, and sexual misconduct, particularly in developing countries. International exposure and experience in diverse cultural settings are also essential for this role.

Languages:
Expert knowledge of English is mandatory for this position. Intermediate knowledge of French and another WHO language is desirable, as it enhances communication and collaboration in a multilingual environment.

The position offers a competitive remuneration package, starting at an annual base salary of USD 71,335, along with a variable post adjustment based on the cost of living at the duty station.
