Job Overview:
The Customs Expert position at UNCTAD involves providing specialized expertise in customs and partner government agency automation. The role is crucial for enhancing the efficiency and effectiveness of customs operations in Liberia. The expert will be responsible for offering functional support to Customs and Partner Government Agencies (PGAs), ensuring that they can effectively utilize the Automated System for Customs Data (ASYCUDA). This includes writing detailed specifications and user guide documentation tailored for the ASYCUDA system, which is essential for managing international trade and transport operations in a modern automated environment. The expert will play a key role in facilitating the implementation of ASYCUDA, which is designed to streamline customs procedures and improve data management for trade statistics and economic analysis.

Required Qualifications:
Candidates for the Customs Expert position must possess a strong background in customs operations and automation. They should have proven experience in implementing customs management systems, particularly in developing countries. A deep understanding of international trade regulations and practices is essential. Additionally, candidates should demonstrate strong analytical and problem-solving skills, with the ability to work collaboratively with various stakeholders. Excellent communication skills, both written and verbal, are required to effectively convey complex information to diverse audiences.
Educational Background:
A minimum of a bachelor's degree in a relevant field such as international trade, customs management, business administration, or a related discipline is required. A master's degree or equivalent advanced qualification in a relevant area is preferred. Professional certifications in customs or trade facilitation would be an advantage.
Experience:
Candidates should have at least 5 years of relevant professional experience in customs operations, trade facilitation, or related fields. Experience working with international organizations or in a governmental context is highly desirable. Familiarity with the ASYCUDA system or similar customs management software is a significant asset.
Languages:
Fluency in English is mandatory, as it is the working language of UNCTAD. Knowledge of additional languages, particularly French or Portuguese, would be considered an advantage, given the regional context of Liberia and its trade partners.
Additional Notes:
The contract for this position is for a specified period, with the possibility of extensions based on funding availability, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment. The position may require travel to the duty station, and a Settling-In-Grant will be provided if the duty station is not within commuting distance from the place of recruitment. A monthly Volunteer Living Allowance will be provided to cover housing, utilities, and normal living expenses. The position includes life, health, and permanent disability insurance, covering up to three dependents, as well as final repatriation and resettlement allowances for satisfactory service.
