Job Overview:
The District Triple Elimination Technical Officer is a pivotal role within Pact's health programs, specifically designed to support the implementation, coordination, and monitoring of triple elimination interventions at both district and facility levels. This position is based in Karonga, one of the implementation districts, and the successful candidate will report directly to the Triple Elimination Technical Lead. The officer will play a critical role in accelerating the triple elimination of HIV, syphilis, and hepatitis B by working closely with District Health Management Teams (DHMTs), health facilities, and community structures. The position requires a proactive approach to ensure effective implementation of interventions and integration of these activities within existing maternal and child health (MNCH), nutrition, and related health services. The officer will also be responsible for providing technical support and supervision to health facilities and community health workers, thereby enhancing the capacity of local health systems to deliver essential services. This role is essential for ensuring that the interventions are not only implemented effectively but also monitored for quality and impact, contributing to the overall goal of improving health outcomes in the community.
Duties and Responsibilities:
The District Triple Elimination Technical Officer will have a comprehensive set of responsibilities that include supporting the implementation and coordination of ACHIEVE project activities aimed at the triple elimination of HIV, syphilis, and hepatitis B. Key duties will involve collaborating with DHMTs, health facilities, and community structures to ensure effective execution of interventions. The officer will provide routine technical support and supervision to health facilities and community health workers, alongside Ministry of Health teams, to enhance the delivery of triple elimination activities. Additionally, the officer will be responsible for capacity strengthening activities, including training, mentoring, and on-site technical assistance for health workers and community-based cadres. Monitoring the availability and proper utilization of commodities and supplies related to triple elimination interventions will be crucial, as will supporting commodity tracking, forecasting, and supply chain management. The officer will also work closely with district pharmacy and laboratory teams to prevent stock-outs and ensure timely redistribution of commodities. Furthermore, the officer will support the implementation of health information systems for accurate data collection and reporting, participate in district planning and performance monitoring meetings, and ensure adherence to national guidelines and quality standards. The role will also involve documenting implementation progress, preparing technical reports, and collaborating with government counterparts and community stakeholders to strengthen service delivery.
Required Qualifications:
Candidates for the District Triple Elimination Technical Officer position must possess a Bachelor’s degree in Nursing and Midwifery, Public Health, Clinical Medicine, Health Management, or another relevant health-related field. A minimum of 3 to 5 years of experience in implementing health programs is required, with a preference for experience in HIV, PMTCT, MNCH, sexual and reproductive health (SRH), or related public health programs. The ideal candidate should demonstrate strong analytical, communication, facilitation, and report writing skills, as well as proficiency in Microsoft Office applications and electronic data systems. Additionally, the ability to work independently, manage multiple priorities, and meet deadlines is essential. Familiarity with the Malawi Ministry of Health systems, structures, policies, and guidelines will be advantageous, as will experience in supportive supervision, mentoring, and capacity strengthening activities.
