Job Overview:
The Business Development Manager at Pact plays a crucial role in identifying, leading, and securing new funding from a variety of sources, including the US Government, bilateral agencies, multilateral agencies, foundations, and corporations. This position is pivotal in achieving or surpassing new business and fundraising goals. The ideal candidate will have significant experience in leading proposals and bids for US Government opportunities, which includes full-cycle capture, positioning, and submission. The Business Development Manager will leverage their expert understanding of clients, donors, industry trends, country contexts, and competitive landscapes to advise on new business pursuits. Collaboration is key, as the manager will work closely with overseas staff, consultants, Regional Directors, Country Directors, and technical experts to develop and execute Pact's business development strategy across all funder types. The role also involves leading the preparation and management of proposals, ensuring quality assurance and compliance, and contributing to research and trends analysis of donor funding. Some international travel may be required, with travel lengths ranging from 1-3 weeks at a time, and the position reports to the Public Business Development Sr. Director.

Duties and Responsibilities:
The Business Development Manager will lead efforts to grow and diversify Pact's funding across various funder types, collaborating closely with technical and program implementation staff to create, execute, and realize new business and fundraising goals. Key responsibilities include conducting research and feasibility analyses to develop pursuit strategies for new donor opportunities, partnering with the Sr. Director and other BD colleagues to lead Pact's new business and fundraising efforts, and providing expert advice to senior decision-makers on new business-related matters. The manager will oversee the end-to-end development of proposals for US Government, corporate, foundation, multilateral, and bilateral funding, managing the proposal development process, including pre-positioning for opportunities. They will lead bid decision-making conversations, manage live proposals, and ensure compliance with funder specifications. Additionally, the manager will work with country representatives and technical leads to conceptualize and design proposals for new projects, maintain accurate electronic files and databases on fundraising opportunities, and support evidence-based decision-making. They will also write sections of proposals, serve as Proposal Champion, and advise Impact Area teams on new business opportunities. The role includes identifying and cultivating relationships with new and prospective funders and contributing to Pact-wide strategic initiatives and thought leadership.

Required Qualifications:
Candidates must possess a Bachelor’s degree and at least 7 years of relevant experience, or an equivalent combination of education and experience, including a minimum of 3 years in a management role. A proven track record of winning proposals with the US Government, particularly with the US Department of State, is essential. Experience with global awards and IDIQs or with agencies such as DFC, USTDA, or MCC is highly advantageous. Candidates should have knowledge in one or more of Pact's technical areas, such as health, responsible mining, livelihoods, capacity development, governance, or engaging markets. Strong organizational, planning, and time-management skills are required, along with excellent interpersonal, team-building, and communication skills. Outstanding attention to detail and competence in using common desktop applications, including MS Word, Excel, and Adobe, are also necessary. The ability to travel internationally on short notice and maintain grace under pressure are important attributes for this role.

Educational Background:
A Bachelor’s degree is required for this position, with a preference for candidates who have pursued further education or specialized training relevant to business development, international relations, or a related field. Advanced degrees may be considered an asset, particularly in areas that align with Pact's mission and technical focus.

Experience:
Candidates should have a minimum of 7 years of relevant experience in business development, fundraising, or a related field, with at least 3 years in a management capacity. Experience in successfully leading proposals and securing funding from various sources, particularly the US Government, is crucial. Familiarity with international development and the nonprofit sector is highly desirable, as is experience in managing complex projects and working collaboratively with diverse teams.

Languages:
Proficiency in English is mandatory, with excellent oral and written communication skills. Knowledge of a second language, such as French or Spanish, is preferred and would be considered an asset, enhancing the candidate's ability to engage with a broader range of stakeholders and funders.

This position is full-time and may involve international travel. The role is designed for a senior-level candidate with significant experience in business development within the nonprofit sector.
