Job Overview:
The Financial Management Officer position is situated within the Financial Management Division (PFFM) of the Procurement, Portfolio and Financial Management Department (PPFD) at ADB. The role is based at the Thailand Resident Mission (TRM) office in Bangkok. The primary responsibility of the Financial Management Officer is to provide operational services that include conducting financial due diligence of projects during both the processing and implementation phases. This position also involves supporting country Financial Management assessments and initiatives aimed at strengthening FM systems. The officer will coordinate knowledge sharing and capacity-building support, ensuring that the financial management practices align with ADB's standards. Although the position is based in Thailand, the officer may be assigned tasks in other developing member countries of ADB, thus requiring flexibility and adaptability in managing diverse financial environments.

Duties and Responsibilities:
The Financial Management Officer will be responsible for a variety of tasks, including leading annual project financial statement (APFS) and audited entity financial statement (AEFS) reviews for assigned projects. This includes monitoring compliance with quality issues, following up on actions, ensuring financial covenant compliance, and providing financial management support to project teams and executing agencies/implementing agencies (EAs/IAs). The officer will lead financial due diligence for project processing, which encompasses FM assessments, cost estimates, financing plans, financial and sustainability analyses, risk mitigation measures, and financial reporting and audit arrangements. Additionally, the officer will support project implementation through FM-related missions, monitor FM action plans, coordinate with project teams and EAs/IAs, and maintain project data in ADB systems. The role also involves supporting country and regional strategy work, monitoring developments in country FM systems that affect project implementation and performance, and participating in FM training, conferences, and knowledge-building activities. The officer will design and implement FM capacity-building programs and technical assistance for clients, as well as develop and deliver FM training for EAs/IAs staff on ADB requirements, leading capacity-building for firms and consultants engaged in ADB projects. Other tasks may be assigned as reflected in the workplan.

Required Qualifications:
Candidates for the Financial Management Officer position must possess a Bachelor's degree in accounting, finance, or a related field, with a preference for advanced training. A professional qualification in accounting, such as CPA, CA, or ACCA from an internationally recognized institution by IFAC, is required. Additionally, candidates should have at least 8 years of relevant professional experience in financial management within either the private or public sector. Advanced knowledge of financial management, including familiarity with National and International Financial Reporting Standards and International Standards on Auditing, is essential. Candidates should also have experience in investment project appraisal and advising on the design and implementation of financial management systems, including financial accounting and reporting. The ability to excel in a minimally-supervised work environment and proficiency in both spoken and written communication, including report-writing in the local language and English, are also necessary. Demonstrated experience in evaluating complex financial management situations and identifying solutions, as well as experience liaising and working with teams including government officials, is required. Proficiency in Microsoft Word, Excel, PowerPoint, and familiarity with database management tools is also expected.

Educational Background:
The educational background required for the Financial Management Officer position includes a Bachelor's degree in accounting, finance, or a related field. Candidates with advanced training or additional qualifications in financial management or related disciplines will be preferred. A professional accounting qualification such as CPA, CA, or ACCA from an internationally recognized institution is mandatory, ensuring that candidates have a solid foundation in financial principles and practices.

Experience:
The position requires candidates to have a minimum of 8 years of relevant professional experience in financial management, which can be gained through roles in either the private or public sector. This experience should encompass a comprehensive understanding of financial management practices, investment project appraisal, and the design and implementation of financial management systems. Candidates should demonstrate a proven track record of successfully managing financial operations and providing strategic financial guidance in complex environments.

Languages:
Proficiency in both the local language and English is mandatory for this position. Candidates must be able to express ideas clearly in both spoken and written formats, including the ability to write reports effectively. Knowledge of additional languages may be considered an asset but is not a requirement for this role.

Additional Notes:
This appointment is open to both internal and external applicants and is classified as a local staff position, meaning it is only available to nationals and permanent residents of Thailand. The position is a fixed-term appointment with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. After the initial fixed-term period, ADB may choose to renew the appointment for an additional 3 years or decide not to renew based on various factors, including the staff's performance and suitability for employment. It is important to note that this appointment is not convertible to a regular appointment, and there is no limit to the number of renewals up to the NRD.
