Job Overview:
The Principal I - Policy position is a critical role within the EBRD, focusing on the development, management, and delivery of donor-funded Technical Cooperation (TC) projects related to Gender Equality and Human Capital (GEHC) in the Southern and Eastern Mediterranean (SEMED) region, specifically Morocco and Tunisia. The Principal will work closely with the Regional Policy Lead and various sectoral teams to enhance social outcomes for EBRD's investments. This role involves leading policy engagement for inclusive and gender-equitable reforms, coordinating with key stakeholders such as governments, regulators, and the private sector. The Principal will also support the Banking team in designing and implementing donor-funded TCs, ensuring that projects align with the Bank's strategic objectives and contribute to the overall mission of promoting gender equality and human capital development.

Duties and Responsibilities:
The Principal will be responsible for a wide range of duties, including but not limited to: supporting the Banking teams in designing and implementing Human Capital, Skills, and Gender activities through donor-funded TCs; establishing baselines for Human Capital, Skills, Gender, and Economic Inclusion; monitoring and assessing reform challenges in Morocco and Tunisia; advising on inclusion elements for transition ratings; supporting capacity building within the Bank; tracking and reporting on the impact of GEI engagements; representing GEI in donor and partnership working groups; and contributing to joint work across departments. The Principal will also manage ongoing Technical Cooperation assignments, ensuring timely delivery of outputs and effective donor engagement.

Required Qualifications:
Candidates must possess a postgraduate degree in economics, international relations, international development, or a related field. They should have experience in designing and managing donor-funded projects through Technical Cooperation, as well as demonstrated expertise in policy, development, inclusion, or gender issues. Strong project management skills, including the ability to implement and deliver consultancy-based work, are essential. Excellent written and oral communication skills in both English and French are required, along with good interpersonal skills. Familiarity with the SEMED region and experience in Morocco or Tunisia are advantageous, as are strong analytical and quantitative skills.

Educational Background:
A postgraduate degree is required for this position, ideally in fields such as economics, international relations, or international development. This educational background is crucial for understanding the complexities of policy development and implementation in the context of gender equality and human capital.

Experience:
The ideal candidate should have substantial experience in working with donor-funded projects, particularly in the areas of Technical Cooperation. Previous work experience in policy-oriented roles or development agencies is highly desirable. Candidates should demonstrate a strong understanding of the challenges and opportunities related to gender equality and human capital in the SEMED region.

Languages:
Fluency in English and French is mandatory for this position, as these languages are essential for effective communication with stakeholders and partners. Additional language skills relevant to the SEMED region would be considered a plus, enhancing the candidate's ability to engage with local communities and stakeholders.

This position is a fixed-term contract lasting for two years, with the possibility of extension based on performance and organizational needs. The role is full-time, and the EBRD promotes a flexible working environment, expecting employees to work in the office approximately 50% of the time.
