Job Overview: The Administrative Officer position within the Office of the Director, Division of Management Services, is a pivotal role that supports the Director in executing executive functions essential for the effective management of the Court's administrative and managerial operations. The incumbent will be responsible for strategic resource planning, budget preparation, and ensuring compliance with regulations and policies. This role requires a proactive approach to monitoring organizational performance and implementing risk management initiatives. The Administrative Officer will also coordinate audit recommendations and provide project management support, ensuring that the Division's strategic objectives are met. The position demands a high level of collaboration with various stakeholders, including external bodies, to facilitate the Court's mission and objectives. The successful candidate will be expected to contribute to the development of procedures and processes that enhance operational efficiency and effectiveness within the Division.
Duties and Responsibilities: The Administrative Officer will assist the Administrative Officer and Risk Management Coordinator in supporting the Director's executive functions, which include: 1. Strategic resource planning and oversight of the annual budget preparation. 2. Drafting communications for oversight and external bodies. 3. Monitoring and reporting on organizational performance metrics. 4. Conducting risk management initiatives and coordinating the implementation of audit recommendations. 5. Providing project management support and prioritizing tasks effectively. 6. Researching and compiling background information on management and operational issues. 7. Maintaining accurate files and records, contributing to the development of tracking and reporting mechanisms. 8. Participating in business management projects related to the Division's work. 9. Performing additional duties as required to support the Office of the Director.
Required Qualifications: Candidates must possess an advanced university degree in public or business administration or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience is acceptable. Certification in project management or change management is considered a strong asset. The role requires a minimum of two years of relevant work experience in public or business administration, with four years required if only holding a first-level university degree. Experience in at least two of the following areas is essential: budget, finance, human resources, general services, or security" style="border-bottom: 1px dotted #007bff !important;">security and safety. Candidates should have demonstrated experience in an office of a senior executive, preferably within an international organization, and in drafting official communications for oversight bodies and clients.
Educational Background: The position requires an advanced university degree in public or business administration or a related area. Candidates with certifications in project management or change management will have an advantage, as these qualifications are highly regarded in this role.
Experience: The ideal candidate should have a minimum of two years of relevant work experience in public or business administration, with four years required if only holding a first-level university degree. Experience in business management within commercial or public sectors is necessary, along with demonstrated experience in at least two of the specified business areas related to the Division's work. Candidates should also have experience working in an executive office, preferably in an international context, and should be adept at drafting communications for various stakeholders.
Languages: Proficiency in one of the working languages of the Court, either English or French, is mandatory. A working knowledge of the other language is considered an asset. Additionally, knowledge of another official language of the Court, such as Arabic, Chinese, Russian, or Spanish, would be advantageous and is viewed favorably in the selection process.
Additional Notes: The position is classified as an Established Post with a minimum net annual salary of €71,403. The initial appointment is for two years, with the possibility of extension, subject to a six-month probationary period. A roster of suitable candidates may be established for future appointments. Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. The selected candidate will undergo a Personnel Security Clearance (PSC) process, which includes verification of personal history and a criminal record check.
