Job Overview:
The Senior Financial Management Officer position is a critical role within the Financial Management Division of the Procurement, Portfolio and Financial Management Department at ADB. This position is based in the Nepal Resident Mission in Kathmandu and involves overseeing financial management tasks throughout the operational cycle of projects. The officer will be responsible for conducting financial management assessments, supporting project implementation, and coordinating knowledge sharing and capacity building initiatives. The role requires a proactive approach to financial due diligence, ensuring compliance with financial management standards, and providing support to project teams and executing agencies. The officer will also engage in country partnership strategies and public financial management assessments, contributing to the overall financial management framework of ADB.

Duties and Responsibilities:
The Senior Financial Management Officer will lead financial due diligence for project processing, which includes conducting financial management assessments, preparing cost estimates, designing risk mitigation measures, and establishing financial management arrangements for projects. The officer will support project implementation through financial management review missions, monitor action plans, and maintain project data in ADB systems. Additionally, the officer will participate in country partnership strategies and governance assessments, support FM systems assessments, and help design and implement regional FM strategic work plans. The role also involves facilitating FM training and capacity-building programs for clients, developing training materials, and delivering training sessions. Other tasks may be assigned as reflected in the workplan.

Required Qualifications:
Candidates must possess a Bachelor's degree in accounting, finance, or a related field, with a preference for those holding a master's degree or equivalent. A professional qualification in accounting, such as CPA, CA, or ACCA from an internationally recognized institution is required. The ideal candidate should have at least 8 years of relevant professional experience in financial management within the private or public sector, including at least 4 years in a supervisory role. Experience with international financial institutions and knowledge of public sector accounting and auditing standards are advantageous. Proficiency in both spoken and written communication in English and the local language is essential, along with demonstrated experience in liaising with government officials and guiding staff in work planning and quality review.

Educational Background:
A Bachelor's degree in accounting, finance, or a related field is mandatory, with a preference for candidates who also hold a master's degree or equivalent qualifications. Professional accounting qualifications such as CPA, CA, or ACCA are also required, ensuring that candidates have a solid foundation in financial principles and practices.

Experience:
The position requires a minimum of 8 years of relevant professional experience in financial management, which can be gained in either the private or public sector. Candidates should have at least 4 years of supervisory experience, demonstrating their ability to lead teams and manage financial operations effectively. Experience working with international financial institutions, particularly in sovereign and non-sovereign operations, is considered an asset.

Languages:
Proficiency in English is mandatory, both in spoken and written forms, as well as the ability to communicate effectively in the local language. Strong report-writing skills are essential for this role, as the officer will be required to prepare various financial documents and assessments.

Additional Notes:
This position is a local staff role, open only to nationals and permanent residents of Nepal. It is a fixed-term appointment with the possibility of renewal for up to 3 years, or until the Normal Retirement Date (NRD), whichever comes first. The decision to renew will be based on the organizational needs, funding availability, and the staff member's performance.
