Job Overview:
As the HMA Operations Manager, you will play a crucial role in ensuring the effective delivery of technical training to field staff and maintaining high standards in the execution of humanitarian mine action (HMA) activities. Your responsibilities will include developing and updating technical standard operating procedures, overseeing the work of local partners, and collaborating closely with the Head of Programme and other technical coordinators to scale up HMA operations. This position requires a strong focus on safety, quality, and compliance with both local and international standards, as well as the ability to engage with various stakeholders to enhance program integration and impact.
Duties and Responsibilities:
Your primary duties will encompass operational delivery, technical training, capacity building, quality management, external engagement, project development, and staff management. You will ensure that all HMA operations adhere to the highest safety and quality standards, lead the planning and implementation of HMA activities, and manage the procurement and maintenance of necessary equipment. Additionally, you will provide technical management and mentoring to DRC and local partner staff, conduct quality assurance checks, represent DRC in relevant meetings, and contribute to the development of area-level HMA strategies. You will also be responsible for managing HMA staff, conducting performance appraisals, and ensuring their professional development.
Required Qualifications:
To qualify for this position, you must possess a Master's degree in international relations, social work, law, or a related field, along with at least 3 to 4 years of experience in humanitarian mine action within an international context. IMAS EOD Level 3 certification is required, with Level 3+ preferred. You should have proven expertise in HMA equipment, experience in technical planning for various HMA operations, and a demonstrated ability to train and build the capacity of national staff. Strong project management skills, including budget and planning processes, are essential, as well as proficiency in Microsoft Office and familiarity with ERP systems.
Educational Background:
A Master's degree in a relevant field such as international relations, social work, or law is required for this position. This educational background will provide you with the necessary theoretical knowledge and analytical skills to navigate the complexities of humanitarian mine action and effectively manage operations in challenging environments.
Experience:
Candidates should have a minimum of 3 to 4 years of relevant experience in humanitarian mine action, ideally within an international NGO or UN context. This experience should include direct involvement in HMA operations, technical planning, and staff supervision, as well as a proven track record of successfully managing projects and engaging with various stakeholders.
Languages:
Fluency in both written and spoken English and Arabic is mandatory for this role, with excellent writing skills required. Proficiency in additional languages may be considered an asset, but English and Arabic are essential for effective communication within the organization and with local partners.

This position is a full-time role with a contract length of 12 months, renewable based on performance and budget availability. The duty station is in Beirut, and the expected start date is November 202
