It serves as the world’s largest dedicated climate fund, with a mission to finance transformative climate projects across developing countries. Over the past decade, GCF has financed projects amounting to over USD 20 billion across 359 projects in 135 countries. The organization aims to scale its operations to a USD 50 billion fund by 2030, focusing on strengthening national capacities to effectively secure and manage climate financing. GCF mobilizes public and private sector investments through diverse financing instruments and supports developing countries through its Readiness and Preparatory Support Programme, which promotes enhanced country and regional coordination, capacity-building, and knowledge-sharing to strengthen access to climate finance and support the development of transformational climate investment pipelines.
Job Overview:
As the Senior Regional Readiness Consultant for the Africa Region, you will play a pivotal role in enhancing Africa's climate finance ecosystem. Your responsibilities will include supporting readiness programming, engaging stakeholders, facilitating knowledge exchange, and developing investment pipelines. You will work closely with National Designated Authorities (NDAs) and Direct Accredited Entities (DAEs) to identify readiness needs and capacity gaps, and assist in crafting high-quality proposals to access GCF Readiness resources. This position requires a strategic approach to strengthen regional climate coordination and engagement, ensuring alignment with national climate priorities. The role is remote, with potential travel to countries as necessary, and involves collaboration with various stakeholders to enhance countries' abilities to manage and deploy readiness resources effectively.
Duties and Responsibilities:
The Senior Regional Readiness Consultant will be responsible for a comprehensive set of duties, including: providing senior-level strategic, policy, institutional, and technical advisory support to enhance regional climate coordination; analyzing opportunities to improve access to climate finance and GCF readiness programming; developing and implementing regional priorities and workplans; offering specialized technical advice on climate change and related UNFCCC discussions; preparing and reviewing various documents for high-level meetings; synthesizing UNFCCC decisions and technical reports; coordinating among various stakeholders including member states and development partners; monitoring climate policy developments; leading the organization of consultations and technical meetings; identifying capacity needs and supporting training and knowledge-sharing; tracking decisions and commitments from GCF Board meetings; facilitating internal coordination and knowledge management; contributing to partnership-building and resource mobilization efforts; and documenting lessons learned and recommendations for future engagements.
Required Qualifications:
Candidates must possess a Master’s degree in public administration/policy, economics, environmental science, climate finance, or a closely related discipline. They should have at least five years of experience in the public or private sector focused on climate investment and financing initiatives. Proven experience in institutional strengthening and capacity-building in developing economies is essential, along with at least seven years of experience in developing climate change investment proposals. Familiarity with the African context and operational experience in providing technical assistance to government officials is required. Strong interpersonal skills and the ability to engage with multiple stakeholders are crucial, as well as excellent communication skills and familiarity with the GCF's operational mechanisms.
Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as public administration, economics, environmental science, climate finance, climate policy, law, renewable energy, or engineering. This advanced education is essential to equip the candidate with the necessary knowledge and skills to effectively contribute to climate finance initiatives and support the GCF's mission.
Experience:
The position requires a minimum of five years of experience in the public or private sector, with a strong focus on climate investment and financing initiatives. Additionally, candidates should have at least seven years of experience in developing climate change investment proposals, showcasing their ability to craft compelling funding applications and monitor climate change initiatives. Experience in addressing climate change issues specifically in Africa is highly valued, as is operational experience in providing specialized technical assistance to government officials and organizations in developing countries.
Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization. Proficiency in other United Nations languages is highly desirable, as it can enhance communication and collaboration with diverse stakeholders across different regions.
Additional Notes:
The initial assignment for this position is for a maximum of 180 working days over a period of 12 months, with the possibility of extension based on performance evaluations and continued funding availability. The GCF intends to select up to two candidates for this role, depending on organizational needs. As part of their reporting obligations, the Consultant will be required to compile quarterly reports detailing activities and results achieved. Preference will be given to residents of the Africa Region, and applications from women and nationals of developing countries are strongly encouraged. The closing date for applications is set for 15 September 2026, at 23:59 (KST), and late applications may not be considered.
