Job Overview:
The Project Assistant position is integral to the India Resident Mission (INRM) within the South Asia Department (SARD) of ADB. The role involves providing administrative and analytical support to portfolio management and project administration functions. The Project Assistant will be responsible for preparing and updating project administration manuals, compiling project performance reports, and monitoring contract awards and disbursements. The position requires participation in various project missions, assisting with compliance monitoring, and maintaining records related to project and technical assistance covenants. The Project Assistant will also be involved in updating procurement plans and reviewing procurement documents, ensuring adherence to ADB guidelines and procedures. This role is crucial for facilitating effective project execution and ensuring that projects align with ADB's objectives and standards.

Duties and Responsibilities:
The duties and responsibilities of the Project Assistant include:
  • Assisting in the preparation and updating of project administration manuals by gathering and consolidating relevant data.
  • Preparing monthly individual project performance reports (PPR) for loans and participating in departmental PPR meetings.
  • Compiling data and statistics on contract awards and disbursements for assigned projects to generate necessary reports.
  • Monitoring and analyzing actual awards and disbursements against targets, identifying shortfalls, and following up with executing agencies.
  • Participating in various project missions, providing support in data collection, project account reconciliation, and compliance with loan covenants.
  • Maintaining records for monitoring compliance with project and technical assistance covenants and inputting data into the database.
  • Familiarizing executing agencies with ADB guidelines and ensuring compliance with project covenants.
  • Following up on outstanding obligations from executing agencies, such as financial statements and progress reports.
  • Updating procurement plans, reviewing procurement documents, and drafting responses on procurement matters. 1
  • Preparing and updating Procurement Contract Summary Sheets (PCSS) and Loan Financial Information System (LFIS). 1
  • Maintaining data management systems and reviewing withdrawal applications for compliance with project agreements. 1
  • Performing other tasks as assigned in the workplan.

Required Qualifications:
The required qualifications for the Project Assistant position include:
  • A Bachelor's degree, preferably in engineering, business administration, or related fields.
  • A minimum of 5 years of relevant experience in infrastructure sectors and project-related activities, with preference given to experience in international agencies.
  • Knowledge of various stages of the project cycle, including procurement, contract administration, and progress management.
  • Familiarity with Federation International des Ingénieurs-Conseils (FIDIC) conditions of contract is an advantage.
  • Experience in portfolio analysis, simulations, and data management.
  • Proficiency in standard software for word processing, spreadsheets, and graphics, as well as information technologies.
  • Ability to collaborate effectively as a team member and work with individuals from diverse cultural and national backgrounds.
  • Strong communication skills to liaise with government officials and conduct cost-benefit analyses to support decision-making.

Educational Background:
The educational background required for the Project Assistant position includes a Bachelor's degree in a relevant field such as engineering, business administration, or related disciplines. This educational foundation is essential for understanding the technical and administrative aspects of project management and infrastructure development.

Experience:
The position requires at least 5 years of relevant experience in infrastructure sectors and project-related activities. Experience in international agencies is preferred, as it provides valuable insights into global project management practices and standards. Languages:

Additional Notes:
This appointment is open to both internal and external applicants and is classified as a local staff position, specifically for nationals and permanent residents of India. The role is a fixed-term appointment with the possibility of renewal, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. ADB may choose to renew the appointment based on various factors, including the staff's skills and experience, funding availability, and performance. There is no limit to the number of renewals up to NRD, but this appointment is not convertible to a regular appointment. Multiple positions at various grades may be filled from this opening, with the actual position title and grade determined by the qualifications and experience of the selected applicants.
