The PIRAC (Plateforme d’Intervention Régionale Amériques Caraïbes) was established in 2005 as the representative delegation of the French Red Cross (CRF) for the Caribbean region, based in Guadeloupe. The organization focuses on humanitarian action and regional cooperation, providing assistance to Caribbean populations during major disasters and working to enhance the resilience of communities in French territories and Caribbean countries. The PIRAC operates in eight Caribbean territories, including Antigua and Barbuda, Dominica, Grenada, Guadeloupe, Martinique, Saint Kitts and Nevis, Saint Lucia, and Saint Vincent and the Grenadines, and aims to develop actions that strengthen the capacity of these populations to withstand natural hazards and the impacts of climate change.
Job Overview:
The consultancy position is aimed at contributing to the READY 360°/3 Oceans program, which seeks to build a more resilient and environmentally sustainable Caribbean by enhancing disaster preparedness and response capabilities at all levels. This includes individuals, families, organizations, and regional institutional coordination for risk management. The consultant will be responsible for creating and promoting awareness campaigns about natural hazards, ensuring that messages are accessible and engaging for the public. The role involves designing radio and TV spots that effectively communicate the importance of disaster preparedness and the resources available through the Caribbean Risks portal, which serves as a regional reference for reliable information on natural hazards. The consultant will also be tasked with maximizing media coverage across the eight targeted territories, ensuring that the campaign reaches diverse audiences, including those less exposed to digital channels.
Duties and Responsibilities:
The consultant will be responsible for the following duties:
Required Qualifications:
Candidates must demonstrate proven experience in creating audiovisual and radio advertising spots, showcasing both visual design and writing skills. They should possess creativity and the ability to propose engaging and memorable messaging while adhering to the project's budget constraints. Knowledge of the Caribbean region and the ability to work in both French and English are essential. Candidates must also be capable of integrating existing content (such as songs and clips) into original creations and must respect the graphic and sound charters provided by PIRAC, as well as the principles of inclusion and accessibility.
Educational Background:
A relevant educational background in communications, media production, marketing, or a related field is required. Candidates should have formal training or equivalent experience in advertising, public relations, or media production, with a strong understanding of the Caribbean context and its unique communication needs.
Experience:
Candidates should have substantial experience in media production, particularly in creating and disseminating advertising content across radio and television platforms. Experience working within the Caribbean region or with Caribbean media outlets is highly desirable. Proven track record in managing media campaigns and understanding audience engagement strategies is essential.
Languages:
Fluency in both French and English is mandatory, as the role requires the creation of content in both languages. Knowledge of additional Caribbean languages or dialects would be considered an asset, enhancing the ability to reach diverse audiences across the region.
Additional Notes:
The consultancy may involve multiple lots, allowing candidates to apply for one or more based on their capabilities. The project is expected to prioritize media dissemination in November, coinciding with the end of the cyclone season and before the Christmas festivities. The budget for media space purchases is set between €8,000 and €15,00
