Job Overview:
The Program Development & Grant Quality Advisor position is a strategic role that aims to enhance the quality and compliance of CARE Myanmar's program portfolio, particularly focusing on Australian Government-funded initiatives. The advisor will provide technical expertise and leadership to ensure that programs are designed and implemented effectively, meeting donor requirements and adapting to the evolving context in Myanmar. This role requires a deep understanding of the Australian Government funding landscape and the ability to bridge various aspects of program quality, grant management, and strategic partnerships. The advisor will work closely with CARE Myanmar, CARE Australia, and the Department of Foreign Affairs and Trade (DFAT) to oversee the grant lifecycle, from proposal development to implementation and reporting, ensuring that CARE's commitments are met and that the organization is well-positioned for future funding opportunities.
Duties and Responsibilities:
The advisor will lead the DFAT Grant Quality & Compliance efforts, ensuring strong implementation and compliance with contractual obligations. Responsibilities include monitoring program implementation against approved designs and budgets, coordinating donor reviews and audits, and ensuring high-quality donor reporting. The advisor will also identify future funding opportunities, develop partnerships, and lead the creation of compelling proposals. Additionally, the role involves providing technical review and quality assurance across CARE Myanmar's grant portfolio, strengthening systems for grant tracking and compliance, and building staff capacity in grant management and program quality. The advisor will also provide strategic advice to senior management and program teams, fostering collaboration across various departments and championing CARE's commitments to gender equality and accountability.
Required Qualifications:
Candidates must possess extensive experience in program development, grant management, and resource mobilization, particularly within the humanitarian or development sectors. A strong understanding of the Australian Government funding landscape and donor compliance is essential. The ideal candidate will have demonstrated expertise in managing complex grants, leading teams, and engaging with institutional donors. Strong analytical skills, attention to detail, and the ability to work collaboratively across diverse teams are critical for success in this role.
Educational Background:
A relevant degree in international development, public administration, or a related field is required. Advanced degrees or certifications in grant management or program evaluation are highly desirable. Candidates should have a solid understanding of the principles of program quality and compliance, as well as experience in developing and implementing monitoring and evaluation frameworks.
Experience:
The position requires a minimum of 5-7 years of relevant experience in program development and grant management, with a proven track record of working with institutional donors, particularly the Australian Government. Experience in the humanitarian sector and familiarity with the challenges of working in complex environments are highly valued. Candidates should demonstrate a history of successful resource mobilization and the ability to navigate the intricacies of donor relationships.
Languages:
Fluency in English is mandatory, as all communication and reporting will be conducted in English. Proficiency in additional languages relevant to the region, such as Burmese, is considered an asset but not required.

This position is remote and open to Australian nationals. It offers a unique opportunity to contribute to CARE's mission while working from Australia.
