Job Overview:
The Programme Officer position at WFP is crucial for delivering high-quality, accountable, and risk-informed assistance in a complex and volatile environment like Yemen. The role involves operational middle-management leadership, ensuring compliance with WFP's strategic and policy objectives, and managing partner performance. The Programme Officer will lead field-level program activities, provide technical support to partners, and work closely with internal units and external humanitarian stakeholders to ensure the efficient execution of lifesaving emergency safety nets and integrated nutrition tracks. The incumbent will be responsible for managing emergency food assistance, nutrition interventions, and other programs while navigating the challenges posed by the ongoing humanitarian crisis in Yemen, where millions face acute food insecurity.

Duties and Responsibilities:
The Programme Officer will have a range of responsibilities, including:
  • Operational Programme Management & Modality Execution: Overseeing the implementation of emergency food assistance, nutrition interventions, and safety net programs, ensuring alignment with the Field Office Operational Plan.
  • Operational Information Management, Reporting & Donor Missions: Compiling and drafting internal and external reports, auditing distribution invoices, and preparing strategic logistics for donor visits.
  • Team Leadership, Capacity Strengthening & Partner Governance: Mentoring junior staff, maintaining relationships with local ministries and partners, and ensuring effective communication and collaboration.
  • Monitoring, Digital Identity & Accountability to Affected Populations (AAP): Conducting field verification missions, tracking complaints, and supporting digitalization efforts for beneficiary registration and retargeting exercises. The Programme Officer will also be responsible for achieving distribution targets, completing performance audits, and delivering high-quality donor briefing portfolios.

Required Qualifications:
Candidates must possess an Advanced University Degree (master's or equivalent) in International Relations, Social Sciences, Business Administration, Economics, Development Studies, or a related field, along with a minimum of three years of relevant professional experience. Alternatively, a First University Degree (Bachelor's) combined with at least five years of progressively responsible experience in humanitarian or development program execution is acceptable. Candidates should demonstrate experience in managing complex humanitarian operations, partner management, and supervising national staff teams in high-risk settings.

Educational Background:
The educational requirements for this position include an Advanced University Degree (master's or equivalent) in relevant fields such as International Relations, Social Sciences, Business Administration, Economics, or Development Studies. A First University Degree (Bachelor's) is also acceptable if combined with significant professional experience in the relevant areas.

Experience:
The position requires a total of seven years of relevant experience, including at least three years of professional experience in managing humanitarian operations. Candidates should have a proven track record in partner management, compliance auditing, and leading teams in challenging environments. Experience in emergency food assistance and familiarity with UN/WFP policies and frameworks is essential.

Languages:
Fluency in written and oral English and Arabic is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.

This is a fixed-term contract at the NOB level, with a duration of 12 months. The position is based in Marib, Yemen, which is currently facing a critical humanitarian situation.
