Job Overview:
The Supply Chain - Procurement Officer plays a crucial role in the procurement of program needs within the Danish Refugee Council. This position is responsible for ensuring that procurement processes are conducted in a cost-effective, timely, transparent, and competitive manner, adhering to both DRC and donor requirements. The officer will support the Supply Chain Manager in various procurement activities, including the preparation of requests for quotations (RFQs), invitations to bid (ITBs), and requests for proposals (RFPs). The role also involves providing guidance to program and support teams to ensure compliance with procurement regulations. The officer will be expected to liaise with suppliers, conduct market surveys, and participate in bid evaluations, ensuring that procurement practices are fair and non-discriminatory. Additionally, the officer will maintain accurate procurement records and data, coordinate with various teams to ensure documentation is complete, and contribute to the continuous improvement of procurement processes. This position requires a proactive approach to managing supplier relationships and ensuring that procurement activities align with organizational goals and standards.

Duties and Responsibilities:
The Supply Chain - Procurement Officer will have a comprehensive set of duties and responsibilities, including but not limited to: supporting the Supply Chain Manager in procuring materials, equipment, services, and works; assisting in the procurement processes for the Country Office and Area Office; providing procurement guidance to various teams; ensuring compliance with DRC and donor requirements; liaising with suppliers to monitor deliveries and performance; conducting market surveys to identify new suppliers; participating in bid evaluations and preparing necessary documentation; maintaining accurate procurement data in DRC Dynamics; ensuring procurement records are audit-ready; coordinating with relevant teams to ensure complete documentation; preparing payment requests for completed procurements; ensuring supplier registration documentation is accurate; notifying non-winning suppliers of procurement outcomes; monitoring supplier performance; and contributing to the improvement of procurement processes and tools. The officer may also be assigned additional duties by the Supply Chain Manager as needed.

Required Qualifications:
Candidates for the Supply Chain - Procurement Officer position must possess a minimum of 2 years of experience in humanitarian logistics or procurement. A good understanding of procurement rules and regulations from major international donors is essential. Proficiency in MS Word, Excel, and PowerPoint is required, along with advanced English proficiency. Fluency in the local language, specifically Arabic, is also necessary. The candidate should demonstrate strong analytical skills, attention to detail, and the ability to work collaboratively in a team environment. Additionally, candidates should exhibit a commitment to DRC's core values and competencies, including striving for excellence, collaboration, leadership, effective communication, and integrity.

Educational Background:
A university degree is required for the Supply Chain - Procurement Officer position. The degree should ideally be in a relevant field such as business administration, logistics, supply chain management, or a related discipline. Experience:
The position requires a minimum of 2 years of relevant experience in humanitarian logistics or procurement. Experience working in a conflict-affected or humanitarian context is highly desirable, as it provides valuable insights into the challenges and complexities of procurement in such environments.

Languages:
Fluency in English and Arabic is mandatory for this position. Candidates must demonstrate very good written and spoken proficiency in both languages, as effective communication is crucial for liaising with suppliers, stakeholders, and team members. Additional language skills may be considered an asset but are not required.

Additional Notes:
The contract for the Supply Chain - Procurement Officer position is expected to last until the end of 2026, with the possibility of renewal based on performance and available funding. This is a non-management level position based in Damascus, Syria. The expected start date is as soon as possible.
