Job Overview:
The Senior Planning, Monitoring, Evaluation and Reporting Officer will play a crucial role in leading the planning, monitoring, evaluation, and reporting processes for the Maternal and Newborn Health Fund (MNHF) and other programmatic areas outlined in the Country Programme Document (CPD) for 2024-202

• This position requires a strategic approach to ensure effective results and communication, focusing on improving adolescents' and youth's access to quality sexual and reproductive health services. The officer will work closely with various stakeholders, including government entities and implementing partners, to facilitate the planning and execution of health initiatives, ensuring alignment with UNFPA's strategic goals. The role also involves developing monitoring frameworks, conducting evaluations, and communicating results to both internal and external audiences, thereby contributing to the overall success of UNFPA's mission in Angola.

Duties and Responsibilities:
The duties and responsibilities of the Senior Planning, Monitoring, Evaluation and Reporting Officer include: A. Results Planning: Provide strategic guidance for the MNHF's annual allocation, contribute to annual planning and reviews, support technical and operational aspects of implementation, develop M&E frameworks, and facilitate evidence generation for planning and programming. B. Monitoring: Oversee monitoring of results against targets, support project reviews, facilitate field monitoring, and implement innovative monitoring practices. C. Results Reporting: Oversee reporting to internal and external audiences, compile and analyze data for reporting, and contribute to result-based reporting for donors and stakeholders. D. Evaluation: Provide technical support for evaluation processes, ensure compliance with UNFPA standards, and guide the development of evaluation plans. E. Knowledge Management: Promote results-based management principles, support capacity development for partners, and document and disseminate best practices and lessons learned.

Required Qualifications:
Candidates must possess a strong background in planning, monitoring, evaluation, and reporting, with a focus on health programs. They should demonstrate exceptional analytical skills, strategic thinking, and the ability to communicate effectively with diverse stakeholders. Experience in results-based management and familiarity with UNFPA's policies and frameworks are essential. The ideal candidate will also have a proven track record of developing and implementing M&E frameworks and conducting evaluations in a health-related context.

Educational Background:
A master's degree in public health, social sciences, or a related field is required for this position. Candidates with additional certifications in monitoring and evaluation or project management will be preferred. A strong academic background that includes coursework in reproductive health, program evaluation, and data analysis is highly desirable.

Experience:
The position requires a minimum of 5 years of relevant professional experience in planning, monitoring, evaluation, and reporting, particularly in the context of health programs. Experience working with international organizations, government agencies, or NGOs in similar roles is highly advantageous. Candidates should demonstrate a solid understanding of the health landscape in Angola and the challenges related to sexual and reproductive health.

Languages:
Fluency in English is mandatory, while proficiency in Portuguese is highly desirable given the local context. Knowledge of additional languages spoken in Angola or the region would be considered an asset, enhancing communication with local stakeholders and communities.

This position is based in Luanda, Angola, which is categorized as a family duty station. The role is full-time, and the incumbent will be expected to engage in various activities that promote UNFPA's mission. The living conditions in Luanda are relatively stable, with access to essential services, although caution is advised due to moderate crime levels. The position may involve some travel within the country to support program implementation and monitoring activities.
