Job Overview:
The Sub-National Mine Action Coordinator plays a crucial role in ensuring effective coordination among mine action partners at the sub-national level. This position is vital for harmonizing mine action activities, aligning them with national priorities, and ensuring they are informed by operational and community realities. The Coordinator is expected to act on behalf of the sector rather than any individual organization, maintaining neutrality and impartiality in all coordination functions. The role requires strong skills in coordination, representation, facilitation, and stakeholder engagement, along with a solid understanding of humanitarian mine action and the operational context in Syria. The job description may be revised to reflect the impact of the humanitarian reset, emphasizing the importance of cooperation and coherence among mine action actors. The initial contract duration is six months, subject to funding and developments.

Duties and Responsibilities:
The Sub-National Mine Action Coordinator has several key responsibilities, including:

• Representation and Coordination: Represent the Mine Action Area of Responsibility (AoR) in various sub-national coordination meetings, ensuring that mine action priorities and operational realities are included in humanitarian discussions. Provide regular updates on contamination trends and humanitarian needs.
• Facilitation of Sub-National Mine Action Coordination: Convene and facilitate regular coordination meetings, prepare agendas, and circulate meeting minutes. Promote effective information sharing among Mine Action partners and identify operational gaps and coordination challenges.
• Information Management and Analysis: Maintain communication with the national Mine Action coordination team, collect and share information related to contamination and operational developments, and contribute to humanitarian analysis and reporting.
• Technical and Strategic Support: Support the integration of Mine Action considerations into humanitarian planning and response, promote linkages with other sectors, and provide relevant information to humanitarian actors.
• Humanitarian Principles and Accountability: Uphold humanitarian principles and ensure a clear separation between coordination responsibilities and organizational interests.
• Incident and Emergency Coordination: Notify the national coordination team of significant incidents and support coordination during emergencies.
• Undertake any other tasks as required by the HMA Operations Manager and Head of HDP.

Required Qualifications:
Candidates must possess a minimum of 3–5 years of experience in humanitarian coordination, mine action, protection, or related sectors. A good understanding of humanitarian coordination systems, including cluster structures, is essential. Knowledge of mine action principles and operational approaches is required, along with experience engaging with NGOs, UN agencies, and local stakeholders. Strong facilitation, communication, and stakeholder engagement skills are necessary, as well as the ability to work independently while maintaining neutrality in coordination functions. Familiarity with the Syria humanitarian response architecture is highly desirable.

Educational Background:
A university degree in humanitarian affairs, international relations, social sciences, mine action, or a related field is required. Equivalent relevant field experience may be accepted in lieu of formal education, allowing for flexibility in candidate qualifications.

Experience:
The position requires a minimum of 3–5 years of relevant experience in humanitarian coordination, mine action, or related sectors. Candidates should have a strong understanding of humanitarian coordination systems and experience working in complex and conflict-affected environments. The ability to engage effectively with various stakeholders, including NGOs and local authorities, is crucial.

Languages:
Professional fluency in Arabic and English (both written and spoken) is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.

Additional Notes:
The contract length for this position is six months, with the possibility of extension subject to funding availability. The salary level is classified as Non-Management – G 1, in accordance with DRC's salary scale. The position is based in Damascus, with expected travel across the country. The anticipated start date is as soon as possible.
