Job Overview:
The International LPIS Advisor position is a critical role aimed at supporting Albania's EU accession journey by providing expert technical advisory on the development and implementation of a Land Parcel Identification System (LPIS). This position is pivotal in enhancing land governance, improving transparency, and fostering economic development in Albania. The advisor will work closely with national authorities, particularly the Agricultural and Rural Development Agency (ARDA), to ensure that the LPIS aligns with EU requirements and integrates effectively with national systems. The advisor's contributions will directly impact the modernization of cadastral records, facilitate first-time property registration, and develop an EU-compatible LPIS that enhances property rights and legal certainty. The role requires a deep understanding of EU agricultural regulations and land management systems, as well as the ability to drive sustainable impact through collaboration with various stakeholders.
Duties and Responsibilities:
The International LPIS Advisor will be responsible for a comprehensive set of duties aimed at the successful development and implementation of the LPIS in Albania. Key responsibilities include:
Required Qualifications:
Candidates must possess a Bachelor’s degree (or equivalent) preferably in Agricultural Engineering, rural planning, GIS, Geography, or related fields with at least 9 years of relevant experience, or a Master’s degree (or equivalent) in any of the above or related fields with a minimum of 7 years of relevant experience. Additionally, candidates should have relevant experience in land management systems, familiarity with EU agricultural regulations, IACS, and LPIS, as well as experience in EU integration processes. Experience working with national authorities, government agencies, and international donors in EU accession countries is also required. Desired qualifications include experience in digitalization processes related to property rights and administration" style="border-bottom: 1px dotted #007bff !important;">land administration.
Educational Background:
The educational background required for this position includes a Bachelor’s degree or higher in fields such as Agricultural Engineering, rural planning, GIS, Geography, or related disciplines. A Master’s degree is preferred, particularly for candidates with fewer years of experience. The educational qualifications should be complemented by relevant professional experience in the field of land management and agricultural systems.
Experience:
The position requires significant experience in land management systems and related areas. Candidates should have a proven track record of working in environments that involve EU agricultural regulations, IACS, and LPIS. Experience in EU integration processes is essential, as is familiarity with working alongside national authorities, government agencies, and international donors in EU accession countries. The ideal candidate will also have experience in digitalization processes concerning property rights and land administration, which is considered a desirable asset.
Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with stakeholders. Proficiency in additional languages may be considered an asset but is not explicitly required for this role.
Additional Notes:
The contract for this position is an Individual Contractor Agreement (ICA) at the IICA 3 level, with a duration of up to 50 days within one year, subject to satisfactory performance and availability of funds. The role is home-based, with travel to Albania as required and agreed upon with the Senior Project Manager. - Providing expert technical advisory to the Project Manager and ARDA on the development of a fully functional LPIS that supports agricultural land mapping, subsidy compliance, fraud prevention, and environmental monitoring.
- Ensuring that the LPIS system is compatible with existing national systems and EU regulations for agricultural development and subsidy management.
- Analyzing existing LPIS models from EU countries to identify best practices and assess institutional and technical capacities for system integration.
- Leading the design and implementation of LPIS pilot projects in selected areas, advising on model selection based on national requirements, cadastral status, legal framework, and technological capacity.
- Supporting the development of terms of reference, technical specifications, and operational requirements for the LPIS, ensuring alignment with EU accession criteria.
- Mapping existing data sources and assessing integration needs for the LPIS, identifying data gaps and technological limitations.
- Providing recommendations for system design to meet EU standards and CAP compliance requirements.
- Ensuring seamless integration with national platforms and proposing strategies for future scalability.
- Offering capacity-building support to ARDA’s LPIS working group, focusing on system design, data management, and integration. 1
