Job Overview:
The Human Resources Officer will play a crucial role in coordinating and supporting the execution of the Country Program (CP) HR strategy and operational plans. This position is essential for ensuring high-quality programs that serve the poor and vulnerable populations. The HR Officer will provide responsive and high-quality service to address HR programs, services, and operational needs across various areas, including recruitment, staff development, performance management, employee relations, compensation and benefits, onboarding, policies, staff care, and employee administration. The role requires a proactive approach to support HR processes and ensure compliance with agency, donor, and local legal requirements while reflecting best practices in HR management. The HR Officer will also be involved in assessing service needs, providing quality process services, and advising managers on staff management responsibilities.

Duties and Responsibilities:
The HR Officer will support the HR Manager or Head of Operations in managing HR programs and services within the Country Program. Key responsibilities include coordinating HR processes and activities, ensuring compliance with agency and local legal standards, and providing quality service delivery. The officer will collect and organize input on HR processes and policies, participate in reviewing and updating systems, manuals, guidelines, and tools, and support professional development needs assessments. Maintaining accurate personnel records and HRIS in accordance with CRS, donor, and local law regulations is essential. The HR Officer will also provide analytical reports on HR-related data to support decision-making and workforce planning. Additionally, the role involves maintaining strong relationships with internal and external stakeholders and ensuring a high level of customer service.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Human Resources Management or Business Administration. Additional relevant experience and completion of HR certification or courses may substitute for some educational requirements. A minimum of three years of work experience in HR is required, preferably within an international or local NGO, with a strong understanding of HR best practices and standards. Knowledge of employment laws, regulations, and local labor laws is essential. Candidates should demonstrate strong relations management abilities, excellent communication and interpersonal skills, and a proactive, resourceful, and results-oriented approach to their work.

Educational Background:
The position requires a Bachelor’s degree in Human Resources Management or Business Administration. Candidates with additional relevant experience and completion of HR certification or courses may be considered for substitution of some educational requirements. This educational background is crucial for understanding the complexities of HR management and ensuring compliance with relevant laws and best practices.

Experience:
The ideal candidate should have a minimum of three years of work experience in human resources, preferably in an international or local NGO setting. This experience should include a solid understanding of HR best practices and standards, as well as familiarity with employment laws and local labor regulations. The candidate should also have experience in managing HR processes and providing support to staff and management in various HR functions.

Languages:
Fluency in English is mandatory for this position. Strong communication skills in English are essential for effective interaction with staff, partners, and stakeholders. While not mandatory, proficiency in additional languages may be considered an asset, particularly if it enhances communication with local communities or partners.

Additional Notes:
This position is based in Monrovia, Liberia, and may require travel of up to 20%. The role does not involve supervisory responsibilities.
