Job Overview:
The consultancy aims to support Asia Pacific country offices in enhancing survivor-centered Gender-Based Violence (GBV) administrative data collection, management, analysis, and utilization. This role is crucial in establishing effective national Violence Against Women (VAW) data ecosystems. The consultant will provide technical support to ensure that GBV administrative data systems are aligned with global guidelines and best practices, focusing on the safety, confidentiality, and rights of survivors. The consultant will work closely with various stakeholders, including government ministries and civil society organizations, to promote a coordinated and effective response to GBV. The role involves reviewing existing data systems, adapting GBVIMS+ for governmental use, and contributing to the development of regional and global guidelines. The consultant will also engage in knowledge management activities, including mapping existing systems and documenting promising practices in GBV data management.
Duties and Responsibilities:
The consultant will be responsible for providing technical support to country offices, ensuring the application of a survivor-centered approach in GBV administrative data systems. Key duties include conducting comprehensive assessments of national GBV data systems, developing data governance frameworks, and adapting GBVIMS+ for use by government and civil society service providers. The consultant will also design and deliver tailored capacity-building training packages, develop regional knowledge products, and provide technical quality assurance for national strategy documents. Additionally, the consultant will facilitate stakeholder consultations, conduct system gap analyses, and document best practices in GBV data management. The consultant will report to the UNFPA APRO Technical Lead on Violence against Women Data and Research and collaborate with the GBV and Harmful Practices Team.
Required Qualifications:
Candidates must possess an advanced university degree (Master's or PhD) in relevant fields such as Gender Statistics, Public Health Informatics, Data Governance, Demography, or law" style="border-bottom: 1px dotted #007bff !important;">International Law. A minimum of 10 years of experience in GBV administrative data systems is required, with proven regional or multi-country technical leadership. Candidates should have a deep understanding of GBV guiding principles and experience providing strategic policy and technical advisory services to senior government officials and UN leadership. Demonstrated expertise in leading the conceptual design and interoperability of national GBV administrative data systems is essential, along with the ability to draft complex inter-agency agreements and protocols. Excellent interpersonal and communication skills are necessary for effective collaboration in a multicultural environment.
Educational Background:
The position requires an advanced university degree, either a Master's or a PhD, in fields related to gender statistics, public health informatics, data governance, demography, international law, or other relevant disciplines. This educational background is crucial for understanding the complexities of GBV data systems and the legal and ethical considerations involved in data management.
Experience:
Candidates should have at least 10 years of relevant experience in GBV administrative data systems, demonstrating a strong track record of technical leadership and policy advisory roles. Experience in supporting GBV case management and developing training materials is desirable. The consultant should also have experience in facilitating workshops and webinars, showcasing their ability to engage with diverse stakeholders effectively.
Languages:
Fluency in English, both written and spoken, is mandatory for this position. Proficiency in additional languages may be considered an asset, but English is the primary language of communication within UNFPA and for this consultancy.

- The consultant will develop a work plan in consultation with the UNFPA APRO GBV Team. Travel to UNFPA Country Offices or Regional Offices may be required, with expenses covered by UNFPA according to their travel policy. The payment will be based on a daily rate, contingent upon the completion and acceptance of deliverables by UNFPA APRO.
