Job Overview:
The Data Specialist (Data Analysis) position is crucial for the OHCHR's mission to leverage data for human rights advocacy and monitoring. The role involves developing and implementing databases and data collection systems, optimizing statistical efficiency, and analyzing trends in both structured and unstructured data. The incumbent will be responsible for creating reports and dashboards to summarize findings, ensuring effective communication of data insights to management. Additionally, the Data Specialist will document methodologies and establish best practices for data management, while also providing training and workshops on data analytics to various audiences. This position requires a proactive approach to staying updated on emerging trends in data analytics and the ability to collaborate across different organizational units to fulfill data needs.

Duties and Responsibilities:
The Data Specialist will undertake a variety of responsibilities, including:

• Developing and implementing databases and data collection systems to enhance data quality and efficiency.
• Analyzing and interpreting data trends using statistical methods to identify relevant features in data sets.
• Creating reports, dashboards, and other tools to effectively communicate findings to management.
• Documenting requirements and methodologies to establish standards for data practices.
• Collaborating with other organizational units to gather data and express analytical needs.
• Keeping abreast of best practices in data analytics and updating management on relevant findings.
• Delivering tailored training sessions on data analytics for different audiences.
• Performing quality assurance on data analysis outputs to ensure accuracy and reliability.

Required Qualifications:
Candidates must possess a strong foundation in data manipulation and analysis, including knowledge of data structures and statistical methods. Proficiency in database management and the ability to extract, transform, and load data from various sources is essential. Skills in relational databases (SQL) and programming languages such as Python and R are highly desirable. The ability to communicate complex technical information effectively to diverse audiences is also required, along with a collaborative work ethic and a commitment to quality assurance in data outputs.

Educational Background:
An advanced university degree (Master's degree or equivalent) in fields such as computer science, data science, analytics, statistics, applied mathematics, information management, or a related quantitative field is required. Alternatively, a first-level university degree (Bachelor’s degree or equivalent) combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of five years of progressively responsible experience in Data Analysis, Data Engineering, or Data Science is required. Candidates should demonstrate a comprehensive understanding of the data life cycle, including data collection, wrangling, analysis, visualization, deployment, monitoring, and reporting. Experience in developing and executing technical training programs is desirable, as well as proficiency in relational databases and programming languages.

Languages:
English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is desirable, with a minimum proficiency level of UN Level II in the same areas. The ability to communicate effectively in both languages will enhance collaboration within the UN Secretariat.
