Job Overview:
The Roving Mixed Migration Project Manager will play a crucial role in managing and implementing mixed migration projects across various operational areas in Ethiopia. This position is pivotal in ensuring that project activities align with DRC's Mixed Migration Policy and Guidelines, as well as donor requirements and national frameworks. The Project Manager will lead efforts to respond to the evolving needs of refugees, asylum seekers, returnees, internally displaced persons (IDPs), and other individuals on the move. The role involves frequent travel to operational areas, ensuring high-quality interventions, and engaging with both internal and external stakeholders to adapt programs based on evidence and context. The Project Manager will oversee project delivery, coordinate among sectoral teams, and contribute to advocacy efforts based on program evidence and learning.
Duties and Responsibilities:
The duties and responsibilities of the Roving Mixed Migration Project Manager include leading the planning, implementation, monitoring, and closure of mixed migration projects across multiple operational areas. The Project Manager will ensure that projects are delivered on time, within scope, budget, and quality standards. Responsibilities also include developing and monitoring work plans, procurement plans, and implementation schedules, conducting regular field monitoring visits, and documenting lessons learned and best practices. The Project Manager will serve as the Budget Holder for assigned projects, monitor budget utilization, ensure compliance with donor regulations, and support budget development and revisions. Additionally, the role involves ensuring compliance with donor agreements, preparing quality donor reports, maintaining project documentation, and representing DRC in relevant forums and meetings. The Project Manager will also provide supervision and capacity building for project staff, promote collaboration and accountability within teams, and ensure that safeguarding and humanitarian principles are understood and applied.
Required Qualifications:
Candidates for the Roving Mixed Migration Project Manager position must possess a minimum of 5 years of experience managing humanitarian or development projects with an international non-governmental organization (INGO). A strong understanding of mixed migration, displacement, refugee response, and protection programming is essential. Proven experience in managing donor-funded projects, complex budgets, and grants management is required. The ideal candidate will have strong leadership, coordination, planning, and stakeholder engagement skills, as well as excellent report-writing, analytical, and communication abilities. A willingness to travel frequently within Ethiopia is also necessary.
Educational Background:
A Master's degree in international development, Migration Studies, International Relations, Political Science, Law, Social Sciences, Humanitarian Affairs, or a related field is required for this position. This educational background will provide the necessary theoretical and practical knowledge to effectively manage mixed migration projects and engage with various stakeholders in the humanitarian sector.
Experience:
The position requires a minimum of 5 years of professional technical experience in managing humanitarian or development projects, particularly with an INGO. Candidates should demonstrate their ability to deliver against the responsibilities outlined in the job description, showcasing their experience in mixed migration, displacement, and refugee response programming. Experience in grants management, compliance, reporting, and project cycle management is also essential, along with a strong understanding of the operational context in Ethiopia.
Languages:
Fluency in English is mandatory for this position. Knowledge of Affan Oromo, Aff-Somali, and Amharic is considered an advantage, as it will facilitate communication with local stakeholders and beneficiaries in the operational areas.
Additional Notes:
The contract for this position is for a duration of 12 months, with a national contract type. The designated duty station will involve travel to Addis Ababa (40% of the time), Dire Dawa (20%), and Jigjiga (40%). The expected start date for this position is October 15, 202
