Job Overview:
The Finance/Ops Lead will be a pivotal figure in the management of the FCDO-funded Technical Assistance programme in Pakistan. This role is designed for an individual who possesses a strong background in financial management and operations, particularly in the context of large-scale donor-funded projects. The Finance/Ops Lead will be responsible for ensuring that the financial management, operations, and reporting mechanisms are not only robust but also compliant with the requirements set forth by the FCDO and local regulations. This position requires a proactive approach to financial oversight, ensuring that all financial activities align with the project's goals and objectives. The Finance/Ops Lead will work closely with the Project Director and senior management to develop strategic and operational plans that are financially sound and aligned with the project's payment-by-results framework. This role also involves significant collaboration with the IRC Finance Unit to maintain internal controls and ensure compliance with all relevant financial regulations.

Duties and Responsibilities:
The Finance/Ops Lead will have a comprehensive set of responsibilities, including but not limited to: ensuring compliance with IRC and FCDO policies and procedures; establishing and managing the project's finance and supporting function policies; overseeing financial activities and schedules to meet reporting requirements; preparing quarterly accrual reports and expenditure reporting; providing monthly analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis to project management; ensuring timely completion of balance sheet reconciliations; directing the preparation and approval of all financial reports; maintaining knowledge of local government financial requirements; establishing finance roles and responsibilities; developing training programs for finance staff; supervising bank relations and account activities; overseeing cash management and budgeting processes; leading operational management of the project office; and ensuring accurate tracking and reporting of Payment by Results milestones. The Finance/Ops Lead will also be responsible for identifying potential financial issues and proposing solutions to mitigate risks.

Required Qualifications:
Candidates must possess a bachelor's degree in Accounting, Business Administration, Commerce, or Finance, along with a recognized professional accounting certification such as CPA. A master's degree in Accounting is also acceptable. Additionally, candidates should have a minimum of 10 years of experience in a similar financial, compliance, or operational role, specifically in managing and supporting projects funded by FCDO or other institutional donors. Experience with budgeting and financial reporting for projects of $7 million or larger is essential, as is familiarity with financial management processes and compliance with donor regulations. Strong knowledge of accounting practices and financial reporting standards is required, along with experience in managing projects with substantial sub-award components.

Educational Background:
The educational background required for this position includes a bachelor's degree from an accredited university in a relevant field such as Accounting, Business Administration, Commerce, or Finance. Candidates should also hold a recognized professional accounting certification, such as CPA. A master's degree in Accounting is considered an asset and may enhance a candidate's qualifications for this role.

Experience:
The ideal candidate will have at least 10 years of relevant experience in financial management, compliance, or operational roles, particularly in the context of managing large-scale donor-funded projects. Experience with FCDO-funded projects and familiarity with the Payment by Results approach is highly desirable. Candidates should demonstrate a proven track record of effectively managing financial operations and ensuring compliance with donor requirements, as well as experience in leading teams and developing financial strategies that align with project goals.

Languages:
Proficiency in English is mandatory, with strong written and verbal communication skills. While English is the primary language required for this position, knowledge of additional languages may be considered an asset, particularly if they are relevant to the local context in Pakistan.
