Job Overview:
The consultancy position involves delivering a Training of Trainers (ToT) program and supporting the cascade training of Rights-Based Family Planning (RBFP) in Timor-Leste. The consultant will work closely with the Ministry of Health and the National Institute of Public Health to equip healthcare professionals with updated clinical competencies and rights-based counseling skills. This role is crucial in operationalizing the strategic goals outlined in the Timor-Leste National Strategic Development Plan and the National Family Planning Policy. The consultant will lead a 10-day intensive training program aimed at establishing a national pool of master trainers who can independently conduct high-quality, rights-based family planning training across the country. The consultant will also provide technical oversight during the initial cascade training conducted by the newly trained facilitators, ensuring that the training package is delivered effectively and meets quality standards.
Duties and Responsibilities:
The consultant will manage the entire process of the 10-day ToT workshop, which includes preparation, delivery, and reporting phases. Key responsibilities include conducting preparatory meetings with stakeholders, leading the interactive training sessions, managing participant evaluations, providing coaching and feedback, and ensuring adherence to quality standards during cascade training. The consultant will also be responsible for grading and analyzing pre-test and post-test data to evaluate training efficacy, compiling a comprehensive final report that outlines successes, gaps, and recommendations, and facilitating regular debriefing sessions with local trainers to review progress and share lessons learned. The consultant will ensure that the training is tailored to meet the needs of the participants and that it aligns with the national health strategies and rights-based clinical guidelines.
Required Qualifications:
Candidates must possess an advanced university degree (master’s or equivalent) in Medicine, Nursing, Midwifery, Public Health, or a related reproductive health field. A minimum of 5 years of progressive experience in managing public health programs, specifically in sexual and reproductive health and family planning, is required. The ideal candidate should have a proven track record of designing and delivering Training of Trainers (ToT) workshops for clinical staff. Familiarity with UN/UNFPA frameworks, national health strategies, and rights-based clinical guidelines is highly preferred. Exceptional training, moderation, and presentation skills suited for adult learners are essential, along with fluency in written and spoken English.
Educational Background:
The position requires an advanced university degree, such as a master's degree or equivalent, in a relevant field such as Medicine, Nursing, Midwifery, Public Health, or a related reproductive health discipline. This educational background is crucial for understanding the complexities of reproductive health and the implementation of effective training programs.
Experience:
Candidates should have a minimum of 5 years of progressive experience in managing public health programs, particularly in the areas of sexual and reproductive health and family planning. This experience should include a strong focus on training and capacity building, particularly in the context of Training of Trainers (ToT) workshops for clinical staff. A proven ability to design and deliver effective training programs is essential for this role.
Languages:
Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages relevant to the local context may be considered an asset, but English is the primary language of communication for this consultancy.
Additional Notes:
The consultancy is expected to last for 25 working days, excluding travel days. The consultant will work under the direct supervision of the Supply Chain Management Analyst and Sexual and Reproductive Health Analyst, with strategic oversight from the Country Representative. There are no travel requirements for this consultancy, and all deliverables must be submitted electronically. UNFPA will provide logistical support, including securing the training venue and organizing materials, while the consultant is expected to bring their own laptop. Payment for deliverables will be processed upon written acceptance by the UNFPA Country Office.
