Job Overview:
The position of Resident Macro-Fiscal Advisor is critical for the IMF's efforts in supporting the Ministry of Finance in Mauritania. This role involves providing hands-on support and training to MFU staff, focusing on macro-fiscal forecasting, modelling, fiscal risk analysis, and integrating macro-fiscal analysis into budget preparation and fiscal policy. The advisor will also play a key role in improving macro-fiscal reporting and communication, ensuring that the Ministry of Finance can effectively manage its fiscal responsibilities. The advisor is expected to work proactively with MFU staff and other stakeholders to identify capacity development needs and priorities, thereby contributing to the overall enhancement of public financial management in Mauritania.

Duties and Responsibilities:
The Resident Macro-Fiscal Advisor will be responsible for a variety of duties, including but not limited to:
  • Providing technical assistance and capacity development support to the Macro-Fiscal Unit (MFU) of the Ministry of Finance.
  • Conducting macro-fiscal forecasting and modelling to inform budget preparation and fiscal policy decisions.
  • Performing fiscal risk analysis to identify potential risks and develop strategies to mitigate them.
  • Supporting the integration of macro-fiscal analysis into the budget process and fiscal policy formulation.
  • Enhancing macro-fiscal reporting and communication strategies to improve transparency and accountability.
  • Collaborating with IMF headquarters staff to coordinate activities and ensure alignment with broader IMF initiatives.
  • Engaging with development partners in Mauritania to support complementary activities and foster collaboration.
  • Identifying capacity development needs and priorities through proactive engagement with MFU staff and stakeholders.
  • Reporting to FAD staff in Washington, DC, and receiving ongoing guidance and support.

Required Qualifications:
Candidates for the Resident Macro-Fiscal Advisor position should possess the following qualifications:
  • A university degree or equivalent, preferably at the master’s level, in economics, finance, or a related field.
  • A minimum of four years of relevant professional experience in public finance, macro-fiscal analysis, or related areas.
  • Extensive practical experience (preferably at least 10 years) in delivering capacity development or working in finance ministries, central banks, or international institutions.
  • Strong expertise in macro-fiscal forecasting, modelling, and analysis, with a solid understanding of fiscal frameworks and their implications for budget preparation and fiscal policy.
  • Excellent interpersonal and communication skills, with the ability to transfer technical knowledge effectively.
  • Strong analytical, policy, and research skills, with a proven ability to build and maintain effective relationships and work collaboratively with diverse stakeholders.

Educational Background:
The educational background required for the Resident Macro-Fiscal Advisor position includes:
  • A university degree, preferably at the master’s level, in economics, finance, or a closely related field.
  • Additional certifications or training in public financial management, macroeconomic analysis, or related disciplines would be advantageous.

Experience:
