Job Overview:
The Environmental Health/WASH Coordinator will play a crucial role in leading the Water, Sanitation, and Hygiene (WASH) programming as part of the response to the Ebola outbreak in the Democratic Republic of the Congo. This position involves overseeing the technical aspects of environmental health and WASH initiatives, ensuring that they align with IRC's Emergency Response Framework and global technical standards. The coordinator will be responsible for managing the WASH team, developing strategies for effective program implementation, and ensuring that all activities are conducted in a safe and dignified manner. The role requires collaboration with various sectors, including health, protection, and community engagement, to ensure a comprehensive response to the ongoing health crisis. The coordinator will also be expected to engage with local partners and stakeholders to enhance the effectiveness of the response efforts.
Duties and Responsibilities:
The Environmental Health/WASH Coordinator will be responsible for a wide range of duties, including but not limited to: leading the implementation of IRC's EH/WASH strategy for the Ebola response; managing the WASH team and ensuring adequate staffing and capacity-building; overseeing program management, including work plans, procurement, and reporting; ensuring compliance with infection prevention and control protocols; representing IRC in key coordination forums; and collaborating with partners to enhance program effectiveness. The coordinator will also be tasked with monitoring the implementation of WASH programs against established performance targets and budgets, providing technical support to the team, and ensuring that all interventions are contextually appropriate and aligned with national and global standards.
Required Qualifications:
Candidates for the Environmental Health/WASH Coordinator position should possess a strong background in environmental health, particularly in the context of water and sanitation in health facilities. A postgraduate qualification in Civil Engineering, Water Engineering, Environmental Sciences, or Public Health is required, although relevant experience may substitute for formal qualifications. The ideal candidate should have 5-8 years of experience leading or managing WASH programs in emergency and outbreak contexts, with a proven track record of working with institutional donors. Fluency in both French and English is mandatory, and prior experience in Ebola outbreak contexts is highly desirable. Strong leadership, management, and communication skills are essential, along with the ability to work effectively in high-pressure environments.
Educational Background:
A postgraduate degree in a relevant field such as Civil Engineering, Water Engineering, Environmental Sciences, or Public Health is required for this position. Candidates with significant relevant experience may be considered in lieu of formal educational qualifications. The educational background should provide a solid foundation in the principles of environmental health and WASH programming, particularly in emergency settings.
Experience:
The position requires candidates to have 5-8 years of experience in leading or managing WASH programs, particularly within international non-governmental organizations (INGOs) in emergency and outbreak contexts. Experience with institutional donors such as ECHO, US funding sources, SIDA, CDCS, FCDO, GAC, and GFFO is highly valued. Candidates should also have a strong understanding of environmental health issues in emergencies and knowledge of emergency standards, particularly the Sphere standards.
Languages:
Fluency in both French and English is mandatory for this position. Candidates who possess additional language skills relevant to the region or the communities served will be considered favorably, as this can enhance communication and engagement with local stakeholders.

This position is a 12-month assignment and may require the candidate to work in high-risk areas, including Ebola isolation units. The role demands strict adherence to infection control procedures and the use of personal protective equipment at all times.
