Job Overview:
The Staff Officer (Site Management) position at the JWC involves managing and supporting the infrastructure necessary for NATO's major training exercises and projects. The role requires providing critical expertise in resource management and ensuring that site services and infrastructure are adequate for effective training delivery. The incumbent will be responsible for planning improvements to infrastructure and facilities, acting as the Health, Environment, and Safety Officer (HESO), and ensuring compliance with relevant regulations. This position is pivotal in maintaining the operational readiness of NATO forces through effective site management and coordination with host nation support activities.
Duties and Responsibilities:
The duties of the Staff Officer (Site Management) include serving as the primary contact for the Host Nation regarding all infrastructure support activities, managing defect and change management processes, overseeing cleaning services, and coordinating servicing and support contracts. The officer will ensure that all infrastructure, including equipment, systems, services, roads, and buildings, is sufficient to support JWC outputs. Responsibilities also include chairing the HN-JWC Site Management coordination committee, defining maintenance requirements, managing engineering and maintenance funds, overseeing space management and office allocation, and leading HES policy development and implementation. The officer will provide technical assurance regarding the use of NATO funds for infrastructure support activities and act as the JWC Property Disposal Officer.
Required Qualifications:
Candidates must possess a university degree in building or civil engineering or a related discipline, along with four years of relevant post-qualification experience. Alternatively, candidates with higher secondary education and advanced vocational training leading to professional accreditation may qualify with five years of post-related experience and two years of function-related experience. Professional experience should include project planning, infrastructure, and budget management, as well as implementation of Health, Environment, and Safety requirements.
Educational Background:
The educational background required for this position includes a university degree in a relevant field such as building or civil engineering. Candidates with higher secondary education and advanced vocational training leading to a professional qualification may also be considered, provided they have the requisite experience. The emphasis is on formal education that equips candidates with the necessary technical knowledge and skills for effective site management.
Experience:
A minimum of four years of experience in project planning, infrastructure management, and budget oversight is essential for this role. Additionally, candidates should have at least four years of experience in implementing Health, Environment, and Safety requirements, demonstrating a solid understanding of safety regulations and practices in a complex operational environment.
Languages:
Proficiency in English at an upper intermediate to advanced level is mandatory for this position. Knowledge of Norwegian at an intermediate level or higher is desirable, as it may facilitate better communication and collaboration with local stakeholders and authorities.
Additional Notes:
The position is a full-time role with a starting salary of NOK 115,763.00 per month, which is tax-free. The successful candidate will be offered a three-year definite duration employment contract, with the possibility of extension. The work environment is primarily office-based, but may require travel for conferences and irregular working hours during exercises or events.
