Job Overview:
The HR Officer position is designed to lead global HR initiatives that shape recruitment, policy, and people strategies, fostering excellence in diverse international environments. The role involves delivering high-quality HR services to the UNODC field units located in Africa, Europe, and Asia, ensuring compliance with UN rules and regulations, UNOPS policies, and internal Standard Operating Procedures (SOPs) in HR management. The HR Officer will work under the direct supervision of the HR specialist and will be responsible for providing solutions to complex HR issues in a collaborative and client-oriented manner. This position is ongoing and full-time, with the potential for different working conditions based on the hiring unit's needs.
Duties and Responsibilities:
The HR Officer will be responsible for a wide range of duties, including but not limited to:
Required Qualifications:
The position requires a Bachelor’s degree (or equivalent) in any discipline with at least 2 years of relevant experience, or a Master’s degree (or equivalent) in any discipline with no prior experience. A globally or nationally recognized professional certificate in Human Resource Management (HRM) is desired but not mandatory. Candidates should have relevant experience in recruitment, HR contract administration, employee relations, and organization design. Familiarity with collaboration and productivity tools such as MS Office and G-Suite is essential.
Educational Background:
Candidates must possess a Bachelor’s degree or equivalent in any discipline. A Master’s degree is preferred, especially for those with no prior experience. Additionally, a professional certification in Human Resource Management is highly desirable.
Experience:
The HR Officer should have relevant experience in areas such as recruitment, HR contract administration, employee relations, and organization design. Experience working in multicultural environments or within UN system organizations, particularly in developing countries, is preferred. Familiarity with development or humanitarian contexts is also advantageous.
Languages:
Fluency in English is required, while proficiency in French is desirable. Candidates should be able to communicate effectively in both languages, as this will enhance their ability to work in diverse environments and with various stakeholders.
Additional Notes:
This position is classified as an Associate level role (ICS 08) under the ICA - LICA - Specialist - Regular contract type. The contract is ongoing, subject to funds availability and satisfactory performance. The recruitment process is open to nationals of countries in Africa, Europe, or Asia, or those with valid residence and work permits in these regions. - Policy Development and Implementation Support: Contributing to HR policy development and corporate initiatives by providing data-driven insights on workforce trends and risks. Leading the implementation of corporate HR strategies and initiatives in consultation with management.
- HR Advice: Providing strategic guidance on HR policies, proactively assessing HR needs, and delivering consultative support to management.
- Talent Acquisition and Management: Overseeing the implementation of talent acquisition policies, including recruitment, onboarding, and performance management.
- Team Management: If the most senior HR lead, overseeing the Office HR team to ensure effective delivery of HR services.
- Knowledge Building and Sharing: Supporting training and learning sessions on HR topics and participating in knowledge-sharing initiatives.
- Maintaining HR analytics and data parameters to support informed decision-making within the Office.
