The Green Climate Fund (GCF) was established in 2010 by the 194 countries that are Parties to the United Nations Framework Convention on Climate Change. It serves as the world’s largest dedicated climate fund, with a mission to finance transformative climate projects across developing countries. Over the past decade, GCF has financed projects amounting to over USD 19 billion across more than 330 projects in over 130 countries. The organization aims to empower these countries to combat climate change while promoting sustainable development within their communities. As GCF scales towards its vision of becoming a USD 50 billion fund by 2030, it focuses on strengthening national capacities and mobilizing public and private sector investments through diverse financing instruments. GCF also equips developing countries with the necessary resources, skills, and capacities to effectively secure and manage climate financing through its Readiness and Preparatory Support Programme.
Job Overview:
The GCF Liaison Officer will play a crucial role in coordinating with the National Designated Authority (NDA) and providing essential support in all matters concerning GCF climate action. This position requires close collaboration with various stakeholders relevant to GCF activities in the country to ensure seamless execution of initiatives, including country platform development, accreditation, readiness support conceptualization, project preparation, and implementation. The Liaison Officer will be instrumental in enhancing the capacity of the NDA and relevant agencies to plan, develop, and implement climate change adaptation and mitigation strategies. This role is pivotal in raising awareness and facilitating understanding of GCF funding windows, policies, and processes within the country, ultimately bridging the gap between GCF and national institutions to unlock transformative climate investments.
Duties and Responsibilities:
The GCF Liaison Officer will be responsible for supporting the development and advancement of the Lao PDR country platform in accordance with GCF guidance. This includes identifying and engaging relevant climate stakeholders, coordinating consultative processes, and assisting in the development and review of investment plans that articulate the country’s climate priorities. The officer will also engage with the NDA to co-develop proposals for readiness support, facilitate stakeholder engagement, and assist in completing necessary assessments. Additionally, the Liaison Officer will contribute to capacity-building efforts, provide guidance on GCF policies, and support the NDA in developing project ideas and funding proposals. Regular communication with accredited entities and the GCF Secretariat will be essential to ensure the successful implementation of GCF investments in the country.
Required Qualifications:
Candidates must possess a university-level degree in climate change/environmental science, climate economics/finance, engineering, project finance, or a closely related discipline. They should have at least eight years of experience in the public and/or private sector, with a demonstrated focus on climate investment and financing initiatives for climate change mitigation and adaptation. Proven experience in institutional strengthening and capacity-building within developing economies is essential, along with at least five years of experience in developing climate change investment proposals. Candidates should also have experience addressing climate change issues in Lao PDR, strong interpersonal skills, excellent communication abilities, and familiarity with GCF operational mechanisms and funding modalities. A commitment to ethical standards, including integrity and transparency, is also required.
Educational Background:
A university-level degree in a relevant field such as climate change, environmental science, climate economics, finance, engineering, or project finance is required for this position. This educational background should provide the candidate with a solid foundation in understanding the complexities of climate finance and investment strategies.
Experience:
The ideal candidate should have a minimum of eight years of relevant experience in the public or private sector, specifically focusing on climate investment and financing initiatives. This experience should include a proven track record in institutional strengthening and capacity-building, as well as at least five years of experience in developing climate change investment proposals. Familiarity with the local context and challenges in Lao PDR is highly desirable.
Languages:
Fluency in English is mandatory for this position, as all applications and communications will be conducted in English. Proficiency in the official language(s) of Lao PDR is highly desirable and will be considered an asset, as it will facilitate better engagement with local stakeholders and communities.
Additional Notes:
The GCF Liaison Officer will be based in Vientiane Capital, Lao PDR, and will operate from the offices of the NDA. The initial assignment is for a maximum of 180 working days over a period of 11 months and 29 days, with the possibility of extension based on performance evaluation and continued funding availability. The daily rate offered for this consultancy is USD 11
