Job Overview:
The Project Director position at Pact is a critical leadership role responsible for overseeing the implementation of a donor-funded project aimed at understanding human trafficking within the tantalum, tin, and tungsten (3T) supply chains in the Democratic Republic of Congo (DRC). This position is contingent upon the award of the project and requires a candidate with a strong network in the DRC mining sector, as well as the ability to convene various stakeholders, including senior government officials, mining and supply-chain actors, civil society, and community representatives. The Project Director will lead the overall management and operations of project activities, ensuring high-quality technical implementation and project delivery that aligns with project goals and donor objectives. The role involves coordinating activities across all relevant stakeholders, including donors, host government authorities, private sector partners, civil society organizations, and community representatives. The Project Director will also supervise a Research Lead and must possess strong applied research and facilitation skills, including experience in conducting key informant interviews (KIIs), facilitating focus group discussions (FGDs), and leading multi-stakeholder workshops. The position is based in Goma and requires frequent travel to various provinces within the DRC, including North Kivu, South Kivu, Maniema, Tanganyika, and Haut-Katanga.
Duties and Responsibilities:
The successful candidate for the Project Director position will be responsible for a comprehensive set of duties, including but not limited to: managing and coordinating the implementation of project activities in collaboration with implementing partners and key stakeholders; leading project planning efforts, including the development of work plans and project budgets; monitoring and reporting on project progress, ensuring compliance with Pact and donor requirements; overseeing the project budget and working closely with project and Pact Global Finance leadership to ensure cost-effective resource utilization; providing overall technical leadership for project activities related to human trafficking within the 3Ts sector; directly leading stakeholder consultations and co-design workshops; overseeing feasibility pilots; managing a flexible team to deliver adaptive, context-driven programming; establishing mechanisms for overseeing the activities and deliverables of consultants and local partners; managing relationships with host government agencies and other key external stakeholders; liaising with Pact’s Global teams to ensure compliance with donor requirements and Pact’s policies; serving as the security" style="border-bottom: 1px dotted #007bff !important;">security focal person to ensure the safety of Pact’s staff and properties; and completing all compliance training topics by the deadline.
Required Qualifications:
Candidates must possess a Master’s degree and at least 11 years of relevant experience, or an equivalent combination of education and experience, including a minimum of six years managing complex donor-funded projects. Additionally, candidates should have a detailed understanding of the critical minerals sector in the DRC, with proven success in addressing issues related to human trafficking, forced labor, and sex trafficking within this sector. A strong understanding of the policy-making environment and prevention, enforcement, and remediation systems related to human trafficking and forced labor in 3T supply chains in the DRC is essential. Familiarity with key government and non-government institutions responsible for policy and enforcement responses to human trafficking is also required. Proven experience in multistakeholder engagement, coalition building, and public-private partnerships is necessary, along with experience overseeing or implementing capacity development or research interventions targeting human trafficking within the minerals sector.
Educational Background:
The educational background required for the Project Director position includes a Master’s degree in a relevant field. This advanced degree should be complemented by extensive experience in project management and implementation, particularly in contexts related to human trafficking and the minerals sector.
Experience:
The level of experience needed for this position is significant, with a requirement of at least 11 years of relevant experience, including a minimum of six years in project management. Candidates should have a proven track record of managing complex donor-funded projects, demonstrating their ability to meet deadlines, achieve targets, and maintain systems for managing project operations effectively. Experience in overseeing the preparation and submission of required reports to donor agencies is also essential.
Languages:
Fluency in English, French, and Swahili is mandatory for this position.
