Job Overview:
As the Head of Finance, you will play a crucial role in supporting the director" style="border-bottom: 1px dotted #007bff !important;">Country Director in the effective and compliant financial management of Welthungerhilfe’s programs and projects across Syria, Türkiye, and Lebanon. This position requires you to ensure that financial and administrative processes are efficient, transparent, and auditable, adhering to Welthungerhilfe’s internal standards, donor requirements, and applicable regulations. You will provide strategic and operational financial guidance to the Country Office, project teams, and partner organizations, while also leading the Finance and Administration team. Your role will involve overseeing budgeting, forecasting, liquidity planning, project accounting, and ensuring accurate and timely financial reporting. You will also be responsible for monitoring the financial management of partner organizations and strengthening their financial management capacities as needed.

Duties and Responsibilities:

• Ensure efficient, transparent, and auditable financial and administrative processes across the Country Office, projects, and partner organizations.
• Advise the Country Director and program/project management teams on financial planning, budgeting, donor requirements, and other financial and administrative matters.
• Oversee budgeting, forecasting, liquidity planning, project accounting, expenditure monitoring, and cost allocation, ensuring accurate and timely financial reporting.
• Manage the financial administration and refinancing of the Country Office, including medium-term financial planning and compliance with relevant financial and administrative standards.
• Monitor the financial management of partner organizations, review partner agreements, and strengthen partners’ financial management capacities where required.
• Coordinate annual accounts, audits, and financial reviews, ensuring timely implementation and follow-up of audit recommendations.
• Support donor financial management, including financial reports, fund requests, project modifications and extensions, and liaise with donors, auditors, and other relevant stakeholders.
• Lead and develop the Finance and Administration team and coordinate financial management training for Welthungerhilfe and partner staff.

Required Qualifications:

• A university degree in Finance, Accounting, Business Administration, Economics, or another relevant field.
• 5–10 years of relevant professional experience, ideally in financial management roles within an international NGO or comparable organization.
• Strong experience in project financial management, budgeting, financial reporting, and financial controls.
• Sound knowledge of donor regulations, compliance requirements, and audit processes.
• Experience working with and providing financial guidance to projects and partner organizations.
• Strong analytical, organizational, and coordination skills, with the ability to manage multiple priorities independently.
• Strong communication and cooperation skills, with the ability to advise colleagues across different functions and levels of responsibility.
• High level of intercultural competence and confidence working in an international environment.

Educational Background:
A university degree in Finance, Accounting, Business Administration, Economics, or another relevant field is required for this position. This educational background provides the foundational knowledge necessary for effective financial management and oversight in a complex international NGO setting.

Experience:
The position requires 5–10 years of relevant professional experience, ideally in financial management roles within an international NGO or a comparable organization. This level of experience is essential to ensure that the candidate possesses the necessary skills and knowledge to manage financial processes effectively and to provide strategic guidance to the Country Office and project teams.

Languages:
Fluency in English is mandatory for this position. Knowledge of additional languages such as German, Turkish, or Arabic would be considered an advantage, as it would facilitate communication with diverse stakeholders and enhance the candidate's ability to operate effectively in the region.

Additional Notes:
The position is to be filled by November 1st, 2026, with an initial contract duration of one year and very good prospects for an extension. The employment location will be in Damascus, Syrian Arab Republic. The role may require occasional travel within Syria, Türkiye, and Lebanon.
