Job Overview:
The IRC is looking for an Education & Early Childhood Development (ECD) Technical Advisor to provide temporary coverage during a parental leave period. This is a fixed-term, 6-month assignment focused on the Middle East, North Africa & Ukraine (MENAU) region, which includes countries such as Jordan, Lebanon, Libya, occupied Palestinian Territory, Syria, Ukraine, and Yemen. The role emphasizes education and early childhood development for children from pre-natal stages through age 8, aligning closely with the Nurturing Care Framework. The advisor will provide direct technical support to country programs identified as strategic priorities for Education and ECD innovation, growth, and research, collaborating with various sector-specific technical advisors to ensure holistic support for affected families and children.
Duties and Responsibilities:
The Education & ECD Technical Advisor will be responsible for several key duties, including supporting designated MENAU country and regional programs in designing effective proposals and submissions. This involves facilitating design" style="border-bottom: 1px dotted #007bff !important;">program design meetings, advising on program modalities, and providing hands-on support for assessments. The advisor will also assist in implementing technical interventions by supporting recruitment and training of technical coordinators, assessing program quality, and providing ongoing mentoring and coaching to country program staff. Additionally, the advisor will document learnings from program activities, share insights across the MENAU region, and collaborate with other technical advisors to promote integrated programming leadership. Continuous learning and maintaining currency with sectoral best practices are also essential components of this role.
Required Qualifications:
Candidates must possess a minimum of 10 years of relevant experience in implementing and managing ECD education programs, ideally with experience in humanitarian or crisis-affected contexts. Familiarity with related donors and peer agencies is required, along with demonstrated expertise in technical program design, monitoring and evaluation, and data analysis. Strong organizational and time-management skills, excellent verbal and written communication abilities, and the capacity to navigate a dynamic, cross-functional team structure are also essential. Candidates should be adept at problem-solving, data visualization, and possess strong cross-cultural communication skills.
Educational Background:
A Bachelor’s degree in Education or a relevant field is required, while a Master’s degree is preferred. This educational background is essential for understanding the complexities of education and early childhood development in humanitarian contexts.
Experience:
The position requires extensive experience, specifically a minimum of 10 years in relevant fields, with a focus on implementing and managing ECD education programs. Candidates should have on-the-ground programmatic experience in humanitarian or crisis-affected contexts, which is crucial for understanding the challenges and needs of the populations served.
Languages:
Fluency in Arabic (spoken and written) is mandatory, along with excellent spoken and written English. These language skills are vital for effective communication and collaboration within the MENAU region.

This is a remote, fixed-term position that may be based within the MENAU region or relevant timezone. The role may require travel within the MENAU region, up to approximately 40% of the time, depending on conditions. The position is open to internal candidates based in countries where IRC operates, who have the right to work in their location. Successful candidates will be hired on a local employment contract and according to local salary scales. The compensation for this role in the UK is between £52,210 and £61,999 per year, with variations based on factors such as labor market conditions, job type, and individual candidate experience.
