Job Overview:
The Technical Consultant position is crucial for supporting Haiti in preparing a comprehensive application for Gavi’s 6.0 Strategy (2026–2030). This strategy aims to strengthen essential immunization system functions, including program management, service delivery, demand generation, data systems, supply chain, and outbreak preparedness. The consultant will be responsible for guiding the development of a high-quality application package that includes the selection and justification of priority functions, identification of implementing partners, a fully costed multi-year workplan, and indicators aligned with the Partnership Accountability Framework (PAF). Given Haiti's classification as a fragile and high-risk setting, the consultant must address significant immunization challenges such as low coverage and supply chain constraints, ensuring that the application demonstrates strong prioritization based on system bottlenecks and realistic delivery approaches.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:

• Conducting a thorough analysis of Haiti's immunization system challenges and identifying priority functions for the Gavi application.
• Collaborating with local stakeholders to identify and justify implementing partners for the application.
• Developing a comprehensive, multi-year workplan that is fully costed and aligns with Gavi's funding mechanisms.
• Establishing clear indicators and targets that adhere to the Partnership Accountability Framework (PAF).
• Ensuring that the application reflects strong country ownership and effective partner coordination.
• Providing expert guidance on the technical aspects of the application, including budgeting and costing.
• Developing a robust monitoring framework to track progress and outcomes.
• Preparing documentation and reports as required throughout the consultancy period.

Required Qualifications:
Candidates must possess a strong educational background and relevant experience. The minimum requirements include:

• An advanced university degree (master’s or higher) in Public Health, Health Policy, Epidemiology, Health Supply Chain, or related fields.
• A minimum of 2 years of experience specifically related to Gavi applications.
• Over 5 years of expertise in immunization programs, demonstrating a deep understanding of health systems strengthening and Gavi funding mechanisms.
• Proven analytical, coordination, and writing skills, with experience in budgeting and costing.
• Familiarity with Gavi 6.0 and the Partnership Accountability Framework (PAF) indicators and results frameworks.

Educational Background:
The position requires an advanced university degree, specifically a master’s degree or higher, in fields such as Public Health, Health Policy, Epidemiology, Health Supply Chain, or other related disciplines. This educational background is essential to ensure that the consultant possesses the necessary knowledge and skills to effectively contribute to the development of Haiti's Gavi application.

Experience:
The ideal candidate should have a minimum of 2 years of experience working with Gavi applications, alongside more than 5 years of expertise in immunization programs. This level of experience is crucial for understanding the complexities of the immunization landscape in fragile settings and for providing the necessary technical support to ensure a successful application process.

Languages:
Fluency in English and French is mandatory for this position, as these languages are essential for effective communication and documentation.
