Job Overview:
The Programme Officer position at UNICEF is crucial for providing technical, operational, and administrative support throughout the programming process aimed at the Social Inclusion of Children. This role focuses on the design, planning, implementation, management, and evaluation of quality care and education programs. The officer will be responsible for data analysis and progress reporting to support the program's goals and objectives. The position is part of a new Country Programme Document cycle that will begin in 2026, emphasizing the importance of adapting to the evolving Cuban economic model while preserving the achievements made in child well-being. The officer will engage in various functions including innovation and knowledge management, technical support for program implementation, and partnership coordination, ensuring that the rights of children are prioritized at national, community, and family levels.

Duties and Responsibilities:
The duties and responsibilities of the Programme Officer include:

• Providing technical and operational support for the implementation of programs aimed at the social inclusion of children.
• Ensuring the optimum use of program funds through effective planning and management.
• Conducting program monitoring and evaluations to assess progress and impact.
• Applying a rights-based and results-based management approach to program activities.
• Building national and local capacities to ensure sustainability of programs.
• Advocating for children's rights at various levels, including national, community, and family.
• Collaborating with partners and stakeholders to enhance program effectiveness and reach.

Required Qualifications:
To qualify for the Programme Officer position, candidates must possess a completed first-level university degree (Bachelor’s degree) in relevant fields such as Education, Social Sciences, International Relations, or Public Policy. Additionally, candidates should demonstrate the ability to support effective child program implementation, expertise in social program management, and proven capacity to monitor education programs. Strong skills in program data analysis and the ability to develop partnerships with national and UN partners are essential. Knowledge of Results-Based Management (RBM) is also required.

Educational Background:
Candidates must have a completed first-level university degree (Bachelor’s degree) in fields such as Education, Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant technical fields. This educational background is crucial for understanding the complexities of child welfare and program management.

Experience:
A minimum of one year of relevant professional work experience is required for this position. Candidates should have experience in program management, particularly in planning, coordination, implementation, and evaluation of social programs. Experience working in developing countries and familiarity with emergencies are considered assets, as is relevant experience at the country level in development and humanitarian contexts.

Languages:
Fluency in Spanish and English is mandatory for this position. Additionally, knowledge of another official UN language such as Arabic, Chinese, French, or Russian is desirable, enhancing the candidate's ability to communicate in a diverse work environment.
