Job Overview:
The Programme Officer (Child Protection/Social Behavior Change) position is a newly established role within the Mahajanga Zone Office in Madagascar. This position is designed to deliver integrated, multisectoral support through a cost-efficient staffing model aligned with operational realities. The incumbent will serve as the CP/SBC programme focal point at the Mahajanga Field Office, linking planning, field implementation, results monitoring, community engagement, and coordination with partners to create a more protective environment for children. The Programme Officer will report to the Chief Field Office and will provide professional technical, operational, and administrative assistance throughout the programming process for child protection and social behavior change programmes within the Country Programme implemented in the Boeny region. Responsibilities include preparing, executing, managing, and implementing various technical and administrative programme tasks to facilitate programme development, implementation, monitoring, evaluating, and reporting.
Duties and Responsibilities:
Required Qualifications:
Minimum requirements include an undergraduate degree (Bachelor's level or equivalent) in International Development, Psychology, Sociology, Social Work, Social Sciences, Human Rights, law" style="border-bottom: 1px dotted #007bff !important;">International Law, or other relevant fields. At least two years of relevant professional experience in social and behaviour change, child protection, knowledge management, social development, programme management, monitoring and evaluation, community engagement, partnership development, capacity strengthening, resource mobilization, advocacy, or related areas is required. Skills in child protection, behaviour change, accountability, programme management, capacity building, and monitoring and evaluation are essential.
Educational Background:
An undergraduate degree (Bachelor's level or equivalent) in relevant fields such as International Development, Psychology, Sociology, Social Work, Social Sciences, Human Rights, or International Law is required for this position.
Experience:
Candidates must have at least two years of relevant professional experience in areas such as social and behaviour change, child protection, programme management, monitoring and evaluation, and community engagement. Experience in developing-country contexts, humanitarian operations, and programme development is considered a strong asset.
Languages:
Fluency in French and Malagasy is required for this position. Knowledge of another official UN language (English, Arabic, Chinese, Russian, or Spanish) or a local language is considered an asset.

The position is a full-time fixed-term role based in Mahajanga, Madagascar. - Networking and partnership building: Build and maintain partnerships with stakeholders, including government agencies, NGOs, and community organizations, to enhance programme effectiveness.
- Innovation, knowledge management, and capacity building: Foster innovation and knowledge sharing within the team and with partners, and contribute to capacity building efforts to strengthen local capabilities.
