Job Overview:
The consultant will play a crucial role in guiding the Ministry of Education in Albania to integrate Assistive Technology (AT) into the education system. This position aims to create a practical and scalable solution for inclusive learning. The consultant's responsibilities will include reviewing existing education policies and legal frameworks, consulting with various stakeholders including UNICEF, government ministries, schools, and NGOs, and developing a comprehensive roadmap for embedding AT in the education system. The consultant will also propose models for Assistive Technology Labs and prepare a costing framework to support future planning and budgeting. This role is vital for ensuring that children and youth with disabilities have access to inclusive education and the necessary resources to thrive.

Educational Background:
Candidates must possess a Master's degree in a relevant field such as education, pedagogy, psychology, sociology, or other humanities disciplines. This educational background is essential for understanding the complexities of integrating Assistive Technology into educational frameworks and ensuring that the needs of children with disabilities are met effectively.
Experience:
The position requires a minimum of 5 years of relevant work experience, particularly in the fields of disability, assistive technology in education, and ICT innovation. Candidates should have a proven track record of working on projects that promote the inclusion of children and youth with disabilities in educational settings. Experience in engaging with various stakeholders, including government bodies, educational institutions, and NGOs, is also crucial.
Languages:
Fluency in English is mandatory for this position. Candidates should possess advanced knowledge of the English language to effectively communicate and facilitate discussions with diverse stakeholders. Additional language skills may be considered an asset, particularly if they relate to the local context or the communities served.
Additional Notes:
The contract duration for this consultancy is from September 5, 2026, to December 30, 2026, approximately 4 months. This position has been assessed as an elevated risk role for Child Safeguarding purposes, requiring additional vetting and assessment. - Consult with UNICEF, the Ministry of Education, the Agency of Assurance of Quality in Pre-University Education, and other relevant stakeholders.
- Develop a detailed roadmap outlining the steps and institutional arrangements for integrating Assistive Technology into the education system.
- Propose practical models for Assistive Technology Labs that can be implemented in schools.
- Prepare a comprehensive costing framework to assist in planning and budgeting for the integration of Assistive Technology.
- Engage with teachers, students, parents, and local education offices to gather insights and feedback.
- Ensure that the roadmap aligns with international, EU, and regional best practices in inclusive education.
Required Qualifications:
- A Master's degree in human sciences, preferably in education, pedagogy, psychology, sociology, or other humanities.
- A minimum of 5 years of expertise in disability, assistive technology in education, ICT, and AT innovation.
- At least 5 years of experience in projects focused on the inclusion of children and youth with disabilities in education.
- Participation in regional or international expert groups and networks related to Assistive Technology is highly desirable.
- Experience in ICT/AT application development is considered an asset.
- Strong communication and facilitation skills, with the ability to work effectively in multicultural settings.
