Job Overview:
The Senior Programme Manager will provide strategic leadership and managerial oversight for the Polio Programme in the Southern Region of Afghanistan. This role is crucial in driving policy dialogue and advocacy with local authorities, strengthening program integration, and ensuring effective coordination with WHO and other humanitarian partners. The position requires overseeing the quality implementation of eradication strategies, monitoring and evaluation, and ensuring effective planning and management of all phases of polio program delivery. The Southern Region is critical for national and global polio eradication goals, necessitating sustained leadership and operational flexibility to interrupt poliovirus transmission and safeguard progress towards eradication by 2029.

Duties and Responsibilities:
The key functions include providing managerial guidance and policy advice, facilitating knowledge management, developing and managing the country program, and ensuring a rights-based and results-based program management approach. The Senior Programme Manager will optimize the use of program funds, monitor and evaluate program effectiveness, facilitate national and local capacity building of frontline workers, and advocate for children's rights at various levels. Additionally, the role involves promoting networking through partnerships and collaboration with various stakeholders.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in relevant fields such as Medicine, Public Health, or Epidemiology. They should have at least 10 years of relevant work experience at both national and international levels, particularly in health/immunization programs and public health emergencies. Professional experience in managerial or technical expert positions related to child survival and healthcare is essential. Strong skills in strategic leadership, data-driven decision-making, community engagement, and partnership collaboration are required.

Educational Background:
A Master's degree or equivalent (Advanced University Degree) in fields relevant to immunization, such as Medicine, Public Health, or Health Policy and Management, is mandatory for this position. This educational background is crucial for understanding the complexities of health programs and the specific challenges faced in immunization efforts.

Experience:
The position requires a minimum of 10 years of relevant work experience, particularly in development, planning, programming, implementation, monitoring, and evaluation of health/immunization programs. Experience in managing public health emergencies within UN organizations is highly valued, along with professional experience in a managerial or technical expert capacity in child survival and healthcare.

Languages:
Fluency in English is mandatory for this role. Knowledge of another official UN language, particularly Arabic or French, is considered desirable. This linguistic capability is important for effective communication and collaboration in a diverse working environment.
