National Public Financial Management Consultant

Job Overview:
The National Public Financial Management Consultant will be responsible for designing guidelines and a comprehensive five-day training package focused on procurement and financial management, particularly in the health sector. The consultant will adapt existing resources from the Ministry of Health and Family Welfare and ensure that the training materials are accessible and understandable for health managers. The role involves facilitating national training sessions, providing technical coaching, and developing practical learning materials to enhance the understanding of procurement processes and strengthen public financial management practices among health managers.

Duties and Responsibilities:

• Design and develop guidelines and training packages on procurement and public financial management tailored for health managers.
• Conduct two national Training of Trainers sessions for key health officials and support eight divisional trainings.
• Provide hands-on technical coaching to health managers to enhance their capacity in procurement and financial management.
• Collaborate with the Planning & Research unit of DGHS and UNICEF for effective implementation and monitoring of the training programs.
• Develop practical learning materials based on real financial management challenges faced by health managers.
• Facilitate final reviews and endorsements of the training materials based on feedback from DGHS.
• Ensure that training content aligns with updates to the Public Procurement Act and Public Procurement Rules.
• Mentor health managers on budget utilization, reporting, and compliance with public procurement systems.

Required Qualifications:

• Master’s degree or equivalent in a relevant field from a recognized institution.
• Training or diploma in Public Procurement, Business Administration, or Financial Management is preferred.
• Minimum of ten years of professional experience in Public Administration, Public Procurement, or Public Financial Management, with experience in government projects and capacity building initiatives.
• Proven experience working with the Ministry of Health and Family Welfare and its operational agencies is an advantage.
• Familiarity with government procurement and financial management systems, including engagement with key ministries.

Educational Background:
Candidates must possess a Master’s degree or an equivalent qualification from a government-recognized or UGC-approved university. Additional training or diplomas in Public Procurement or related fields are highly desirable.

Experience:
A minimum of ten years of progressive professional experience in relevant fields such as Public Administration, Public Procurement, or Public Financial Management is required. Experience with large-scale government projects and capacity building initiatives for government officials is preferred. Familiarity with the Ministry of Health and Family Welfare and its operational agencies is an added advantage.

Languages:
Proficiency in English and Bengali is mandatory, with good technical writing skills in both languages. Fluency in spoken English is required for effective communication.
