Job Overview:
The Senior Grants Compliance Associate for Cash-Based Interventions (CBI) will play a crucial role in supporting Program Managers to effectively plan and implement project activities that align with IOM's global standards. This position requires close coordination with the Grants & Compliance team to ensure that all operational, administrative, and financial aspects of CBI are managed in accordance with IOM policies and donor agreements. The Associate will also be responsible for integrating cross-cutting issues such as Gender-Based Violence, Disability Inclusion, and Child Protection into all CBI activities. This role involves conducting situational analyses and needs assessments, monitoring the implementation of CBI modalities, and contributing to the development of standard operating procedures and technical guidelines. The Associate will also be tasked with preparing reports and documentation related to CBI interventions in Afghanistan, ensuring that all activities are conducted in compliance with donor requirements and project documents.
Duties and Responsibilities:
The duties and responsibilities of the Senior Grants Compliance Associate include supporting Program Managers in planning and implementing project activities, coordinating and monitoring operational and financial aspects of CBI, promoting the integration of cross-cutting issues, identifying and monitoring transfer mechanisms and financial service providers, conducting needs and market assessments, developing standard operating procedures, coordinating the work of sectoral CBI focal points, preparing project-related documents, monitoring CBI interventions, documenting and evaluating results, participating in relevant meetings and workshops, and undertaking regular duty travel to provide on-site guidance and verify compliance with project documents. The Associate will also be responsible for report writing and ensuring effective communication with stakeholders.
Required Qualifications:
Candidates must possess a university degree in Economics, Social Sciences, Political Science, Humanitarian Studies, Business Administration, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, candidates with a completed High School diploma and seven years of relevant experience will also be considered. The position requires strong knowledge of cash programming in humanitarian contexts, experience in project management, and familiarity with databases and reporting tools. Prior experience with international humanitarian organizations or in a multi-cultural setting is advantageous.
Educational Background:
The educational background required for this position includes a university degree in a relevant field such as Economics, Social Sciences, Political Science, Humanitarian Studies, or Business Administration. Candidates with a completed High School diploma may also apply if they have extensive relevant experience. The educational qualifications must be from an accredited academic institution to ensure the credibility and recognition of the degree.
Experience:
The ideal candidate should have substantial experience in cash programming within humanitarian contexts, particularly in emergency and conflict environments. Experience in liaising with governmental authorities, UN agencies, and NGOs is essential. Additionally, candidates should have a strong background in project management and experience working with databases and assessment tools. Previous work experience with international humanitarian organizations is highly valued, as it demonstrates the ability to navigate complex environments and collaborate effectively with diverse stakeholders.
Languages:
Proficiency in English is mandatory for this position, as it is the primary language of communication within IOM and with international stakeholders. Knowledge of local languages spoken in Afghanistan would be considered an asset, as it would facilitate better communication with beneficiaries and local authorities. Candidates who are multilingual may have an advantage in this role, especially if they can communicate effectively with diverse populations.
