Job Overview:
The National Multisectoral and WASH Data Management Consultant position is crucial for UNICEF's efforts in Ethiopia, where effective multisectoral programming relies on accurate and timely data. The consultant will be responsible for designing, deploying, and maintaining integrated data management solutions for WASH and related interventions. This role involves developing digital data collection tools, online systems, geospatial analysis, and interactive dashboards to enhance evidence-based decision-making and real-time monitoring. The consultant will also focus on improving data quality and harmonization, ensuring secure data handling, and utilizing program information for management and advocacy purposes. This position is office-based with travel requirements, emphasizing the importance of data management in emergency and hard-to-reach areas.
Duties and Responsibilities:
The consultant will undertake a variety of duties, including but not limited to: designing and implementing integrated data management systems for WASH programs; developing digital tools for data collection and analysis; creating interactive dashboards and visual reporting products; ensuring data quality and harmonization; providing training and technical support to field staff; managing online and remote-access data systems; conducting geospatial analysis; and collaborating with government and other stakeholders to align data management practices with national information systems. The consultant will also be responsible for ensuring that data handling practices comply with UNICEF's standards and contribute to effective program management and reporting.
Required Qualifications:
Candidates must possess an advanced university degree (master’s level) in project planning, Computer Science, Statistics, Data Science, or a related field. They should have a minimum of 5 years of progressively responsible professional experience in data management, information management, or monitoring and evaluation (M&E), preferably within the WASH or humanitarian/development sectors. Experience with GIS mapping and spatial analysis, as well as managing online data systems in low-connectivity environments, is essential. Familiarity with UNICEF's data management tools and systems is highly desirable.
Educational Background:
The educational background required for this position includes an advanced university degree (master’s level) in relevant fields such as project planning, Computer Science, Statistics, Data Science, or similar disciplines. This educational foundation is critical for understanding the complexities of data management and analysis in the context of WASH and multisectoral programming.
Experience:
The position requires a minimum of 5 years of relevant professional experience, with a focus on data management and information systems. Candidates should have demonstrated experience in designing and managing GIS systems, online data management platforms, and providing technical support to non-technical staff. Previous experience working with UNICEF, other UN agencies, or international NGOs, particularly in emergency or fragile contexts, is considered an asset.
Languages:
Fluency in English is mandatory, while proficiency in local languages is considered an asset. This linguistic capability is essential for effective communication and collaboration with local stakeholders and communities.

The contract duration for this consultancy is 16.5 months, and the position is office-based with travel requirements.
