Job Overview: The position of Individual Consultant - Local Technology Data Policy Analyst at UNFPA Odisha involves supporting the development of the 'Demography Intelligence Unit' in collaboration with the Government of Odisha. The consultant will leverage geospatial and artificial intelligence technologies to create data-driven policymaking tools. This role requires close collaboration with government counterparts, technical teams, and implementing partners to ensure effective implementation and transition of a Geospatial AI system. The consultant will also be responsible for advancing policy development and related work, requiring a strong understanding of demographic data and technology-driven visual representation of programmatic interventions. The consultant will engage in field visits to project geographies as needed, ensuring that the demographic intelligence unit is effectively integrated into the state's governance framework.
Duties and Responsibilities: The consultant's duties include developing an understanding of the state demographic profile, coordinating with state officials to enhance evidence-based decision-making, and mapping out design plans for technology partners. The consultant will also coordinate the strengthening of the Demographic Intelligence Unit, develop strategies for transitioning it to relevant government departments, and support the procurement of services necessary for the project. Additionally, the consultant will conduct user feedback sessions to improve the functionality of the demographic intelligence interface, perform quality assurance testing, and support policy work related to demographic data and technology innovations. The consultant will also engage in developing background papers for policies on migration, geriatric health, and disability, and collaborate with the Head of Office to integrate tech-based innovations into ongoing projects.
Required Qualifications: The position requires a Master of Science or Master of Technology or a related postgraduate degree with a specialization in Data Science, Machine Learning, Artificial Intelligence, Geospatial, or a closely related field. Candidates should have a minimum of three years of experience in programs/projects of a similar nature, with work experience in government and/or UN agencies being desirable. Proficiency in programming languages and open-source application software such as Python, QGIS, and ARGIS for Earth Observation analytics is essential. Familiarity with deep learning tools like TensorFlow, Keras, and PyTorch, as well as the ability to publish blogs and knowledge products on data science, is also required.
Educational Background: Candidates must possess a Master of Science or Master of Technology or a related postgraduate degree with a specialization in Data Science, Machine Learning, Artificial Intelligence, Geospatial, or a closely related field.
