Job Overview:
The National Human Resources Officer will play a pivotal role in coordinating the Human Resources functions of the Country Office (CO) and its Sub-Offices. This position requires a comprehensive understanding of HR management principles and practices, as well as the ability to implement and monitor HR processes in alignment with IOM's regulations and policies. The successful candidate will be expected to ensure that all HR actions are compliant with IOM's standards, assist in the development of administrative procedures, and contribute to the overall effectiveness of the HR system within the organization. The role also involves engaging with staff on HR matters, facilitating performance management, and identifying training needs to enhance staff development.

Duties and Responsibilities:
  • Coordinate and monitor HR management functions in accordance with IOM regulations and policies.
  • Verify HR processes for conformity with IOM policies.
  • Assist in setting up administrative procedures and internal controls.
  • Participate in staffing evaluations and recruitment processes.
  • Monitor the administration of the HR system and validate data.
  • Facilitate the implementation of the performance management system.

Required Qualifications:

Alternatively, a Master’s degree in the aforementioned fields is acceptable. Proficiency in Microsoft Office applications is essential, and familiarity with SAP is considered a distinct advantage. The candidate should demonstrate attention to detail, organizational skills, discretion, and a client-oriented approach. A willingness to learn and adapt in a multicultural environment is also important.

Educational Background:
Candidates must have a Bachelor’s degree in Human Resources, Business Administration, Psychology, or a related field. A Master’s degree in the same or a related field is also acceptable, providing a higher level of expertise and understanding of HR principles and practices.

Experience:
The position requires at least two years of relevant professional experience in human resources management or a related field. Experience working with international humanitarian organizations or government institutions in a multicultural setting is highly advantageous.
