Job Overview:
The UNICEF Programme Officer for Field Services will play a crucial role in supporting the Chief of Field Services in New Delhi. This position involves enhancing knowledge management, facilitating coordination between field teams and sections, and ensuring effective information sharing. The officer will be responsible for preparing updated situation analyses and program documents, monitoring action trackers, overseeing budgets and programs, and providing strategic direction for ongoing partnerships and field-service priorities. The role builds upon existing responsibilities within the Chief of Field Services' office, including the coordination of meetings, preparation of briefing materials, and support for reporting mechanisms and planning processes.

Duties and Responsibilities:
  • Assist the Chief of Field Services in coordinating and monitoring actions from key management bodies, including CFO meetings.
  • Enhance knowledge management by supporting data collection, analysis, and documentation of lessons learned.
  • Liaise with Field Offices and ICO sections to facilitate meeting planning and effective information exchange.
  • Contribute to program development through situation analysis and tracking critical intervention points.
  • Maintain action trackers for state/field offices and monitor progress on agreed actions.
  • Support planning processes, including travel plans and reporting coherence across state presentations.
  • Assist field offices in monitoring and reporting on results, ensuring quality assurance of reporting mechanisms.
  • Participate in official meetings and provide support during staff absences as needed.

Required Qualifications:
Candidates must demonstrate a strong understanding of UNICEF operations and possess technical knowledge relevant to the organization's procedures. They should exhibit discretion, political sensitivity, and the ability to liaise with various stakeholders, particularly in senior positions. A high degree of autonomy, resourcefulness, and the ability to manage information confidentially are essential. Candidates should also show responsiveness and a client-oriented approach, alongside a commitment to the ethical standards of the UN and UNICEF.

Educational Background:
A relevant degree in social sciences, international relations, public administration, or a related field is required. Advanced degrees are preferred, as they provide a deeper understanding of the complexities involved in UNICEF's work and the socio-political context in which it operates.

Experience:
Candidates should have a minimum of 2-3 years of professional experience in program management, coordination, or related fields. Experience working in international organizations or NGOs, particularly in child rights or development sectors, is highly desirable. Familiarity with monitoring and evaluation processes, as well as knowledge of the socio-political landscape in India, will be advantageous.

Languages:
Fluency in English is mandatory, both spoken and written. Knowledge of Hindi or other regional languages is considered an asset, as it enhances communication with local stakeholders and communities.

Additional Notes:
This is a national UN Volunteer assignment based in New Delhi, India. The contract duration is subject to availability of funding and satisfactory performance, with no expectation of renewal. Volunteers are responsible for arranging their own housing and living essentials. The position offers a monthly Volunteer Living Allowance (VLA) of INR 70,158.41, along with a one-time entry lump sum payment and relocation costs if applicable.
