Job Overview:
The Programme Analyst, Gender (NOA) at UNFPA Cuba plays a crucial role in managing, coordinating, and technically implementing the project "Supporting the National Response to Gender-Based Violence in Cuba," which is funded by the Government of Canada. This position is pivotal in leading capacity-building efforts at both national and local levels, ensuring a comprehensive, integrated, and survivor-centered response to gender-based violence. The incumbent will work closely with the Federation of Cuban Women (FMC) and other key sectors, including health, legal, law enforcement, and social-community, to promote gender equality and human rights frameworks. The Programme Analyst will also provide high-level technical assistance and ensure that project monitoring, evaluation, and results-based reporting align with UNFPA's standards and donor requirements. This role requires a strategic approach to design" style="border-bottom: 1px dotted #007bff !important;">program design and delivery, with a focus on achieving impactful results in the fight against gender-based violence.

Duties and Responsibilities:
  • Technical Leadership and Programmatic Oversight: Plan, coordinate, and technically monitor project activities across 40 selected pilot municipalities in Cuba's 15 provinces. Design, supervise, and evaluate communication, awareness-raising, and advocacy strategies aimed at transforming gender stereotypes and discriminatory practices. Facilitate the creation and strengthening of integrated response services for survivors of gender-based violence.
  • Capacity Building and Strategic Partnerships: Provide high-level technical advice and strengthen the capacities of the Federation of Cuban Women and other key institutional sectors. Coordinate with local gender and GBV specialists to develop methodological tools and training programs.
  • Monitoring, Reporting, and Results-Based Management: Ensure operational planning and activity implementation are carried out under the Results-Based Management approach. Prepare high-quality technical reports on project progress, indicators, challenges, and lessons learned. Systematize lessons learned to inform national strategies for the prevention and care of gender-based violence.
  • Partnership and Advocacy: Coordinate project activities and ensure timely implementation. Foster relationships with NGOs focusing on women's health and gender issues. Plan project activities with partners, including budgetary requirements and logistics. Represent UNFPA in the Gender Interagency Group and engage with parliamentary committees on gender issues.

Required Qualifications:
Candidates must possess a Master’s degree in Social Sciences, Law, Public Policy, Public Administration, or related fields with an emphasis on Gender and Gender-Based Violence. They should have progressively relevant experience in project coordination and/or research in these areas. A background in planning and reporting within the UN System is advantageous. Excellent writing and oral communication skills, along with strong interpersonal and negotiation abilities, are essential. Advanced computer skills are necessary for this role.

Educational Background:
The educational requirement for this position is a Master’s degree in relevant fields such as Social Sciences, Law, Public Policy, or Public Administration, with a specific focus on Gender and Gender-Based Violence. This educational background is crucial for understanding the complexities of gender issues and the legal frameworks surrounding them, as well as for effectively contributing to the UNFPA's mission.

Experience:
The position requires progressively relevant experience in project coordination and/or research related to Gender and Gender-Based Violence. Candidates with experience in planning and reporting within the UN System will be viewed favorably. The role demands a strong understanding of gender issues and the ability to navigate complex social dynamics, making prior experience in similar contexts highly beneficial.

Languages:
Fluency in Spanish is mandatory for this position, as it is essential for effective communication and collaboration with local partners and stakeholders. Additionally, a working knowledge of English is required, enabling the incumbent to engage with international colleagues and contribute to reports and documentation that may be in English.
