Job Overview:
The Education in Emergencies Officer will play a crucial role in supporting the implementation, monitoring, and reporting of UNICEF Viet Nam's Education in Emergency (EiE) programs. This position is vital in ensuring that children affected by emergencies can continue their education and that the education systems are resilient to future shocks. The officer will work closely with government counterparts, partners, and UNICEF program teams to facilitate emergency preparedness, response, and recovery in the education sector. The role involves providing technical support for the timely implementation of education responses, monitoring the effectiveness of these interventions, and ensuring coordination among various stakeholders. The officer will also be responsible for developing reports and documentation that highlight the progress and challenges faced in the EiE initiatives, thereby contributing to the overall mission of UNICEF in supporting vulnerable children in Vietnam.

Duties and Responsibilities:
The Education in Emergencies Officer will undertake a variety of tasks including: 1) Providing technical support for the implementation of UNICEF's education response in collaboration with partners and government entities. This includes managing the EiE supply plan, ensuring timely procurement and distribution of educational materials, and facilitating communication and coordination among stakeholders. 2) Monitoring the EiE response to ensure alignment with agreed targets and plans, preparing situation analysis updates, and maintaining records for monitoring interventions. 3) Assisting in communication and visibility efforts for EiE initiatives, including preparing donor proposals and documenting success stories. 4) Supporting the coordination of the Education Sector Group and ensuring accountability to affected populations by preparing meeting agendas, minutes, and maintaining updated contact lists. 5) Engaging in capacity building for education officials and supporting joint emergency response planning and reporting.

Required Qualifications:
Candidates must possess a strong background in education, humanitarian response, or a related field. They should have proven experience in project management, particularly in emergency contexts, and demonstrate the ability to work collaboratively with diverse stakeholders. Strong analytical and reporting skills are essential, as well as the capacity to adapt to changing situations and priorities. The ideal candidate should also exhibit excellent communication skills, both written and verbal, and be proficient in using various software tools for data management and reporting.

Educational Background:
A bachelor's degree in education, social sciences, international development, or a related field is required. A master's degree in a relevant discipline is preferred and may enhance the candidate's competitiveness for the position. Continuous professional development in areas related to education in emergencies or humanitarian response is also advantageous.

Experience:
Candidates should have at least 2-5 years of relevant professional experience in education programming, particularly in emergency settings. Experience working with international organizations, government agencies, or NGOs in the field of education is highly desirable. Familiarity with UNICEF's policies and procedures, as well as experience in monitoring and evaluation, will be considered an asset.

Languages:
Fluency in English is mandatory, as it is the working language of UNICEF. Proficiency in Vietnamese is highly desirable, given the local context and the need for effective communication with government partners and communities. Knowledge of additional languages may be beneficial but is not required.

Additional Notes:
This position is a national UN Volunteer role based in Hanoi, Vietnam. The contract duration is typically for a specified period, with the possibility of extension based on performance and funding availability. The role is full-time, and candidates should be prepared for field visits to various provinces as part of their responsibilities. Compensation includes a monthly living allowance, insurance coverage, and annual leave entitlements.
