Job Overview:
The WASH Emergency Officer will play a crucial role in supporting UNICEF Vietnam's emergency preparedness and response efforts related to water, sanitation, and hygiene (WASH). This position is vital for ensuring that UNICEF is operationally ready to respond to emergencies affecting children and families. The officer will work under the direct supervision of the WASH Officer and will be responsible for conducting assessments, coordinating responses, and providing technical support for emergency WASH activities. The role requires a proactive approach to risk analysis, early warning systems, and emergency coordination, ensuring that humanitarian actions are timely, principled, and child-centered. The officer will also contribute to strengthening linkages between emergency response, early recovery, disaster risk reduction, and climate resilience programming, addressing the structural threats posed by climate and environmental risks to children's rights in Vietnam.
Duties and Responsibilities:
Required Qualifications:
Candidates should possess strong operational, coordination, and information management skills. They should be able to work effectively with diverse stakeholders, including government counterparts, local authorities, and community leaders. The role requires a commitment to accountability, adaptability, and professionalism, as well as the ability to manage multiple tasks and priorities in a fast-paced environment.
Educational Background:
A degree in a relevant field such as public health, environmental science, or social sciences is required. Advanced degrees or specialized training in WASH or emergency response are highly desirable.
Experience:
Candidates should have a minimum of 2-3 years of relevant experience in WASH programming, emergency response, or related fields. Experience working in humanitarian contexts, particularly in disaster-prone areas, is preferred. Familiarity with UNICEF's Core Commitments for Children in Humanitarian Action is an asset.
Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Vietnamese or other local languages is an advantage, as it facilitates communication with local communities and stakeholders.
Additional Notes:
This position is part of the UN Volunteer program, and candidates will receive various entitlements, including a monthly living allowance, insurance coverage, and annual leave. The role is based in Hanoi, Vietnam, and may involve travel to emergency-affected areas. The assignment duration and specific terms will be outlined in the contract, and candidates should be prepared for the dynamic nature of emergency response work.

- Support emergency WASH assessments, response planning, technical implementation, and learning in line with agreed work plans and budgets. This includes conducting rapid and post-disaster WASH assessments, providing technical support for emergency WASH response activities, and documenting key decisions and lessons learned.
- Coordinate WASH supply distribution and Cash Plus for WASH recovery support, ensuring timely delivery and accountability. This involves working with partners and local authorities to deliver WASH supplies and implementing Cash Plus for WASH recovery.
- Support monitoring, community engagement, and coordination for an inclusive and evidence-based WASH emergency response. This includes conducting field monitoring visits, engaging local authorities and communities, and providing monitoring findings to inform response planning.
